Grimes~ Carl C. Houghton~Jr.~ <br /> James N. Howard~ R. Irvine Smmth~ E. Robie Sturtevant~ C.E. <br /> W~rren~ Pestle J. Wilson~ I.G. Vass~ City Manager~ and R.C. <br /> Barclsy~ City Attorney. <br /> <br /> The follo~ng call for the meeting was read: <br /> <br />"You are requested to attend a c~lled meeting 'of the City Council in <br />at 7=30 P,M.~ on Tuesday~ December ~th~ 19~0~ to' consider the following: <br /> <br /> 1st - Bids for the sale of $1~575~000. City of Portsmouth Bonds. <br /> 2nd Request of Kings Daughters Hospital for an appropriation <br /> of $ 0,o09. <br /> 3rd The disposmtion of the property known as the Jeffrey <br /> Wilson site. <br /> 4th - Any other matters that may come before the Council. <br /> By Order of the President," <br /> <br />opened <br /> <br /> The following letter from the City Manager. was read: <br /> <br /> "Bids for the sale of the $1~7~000. Cit~y of Portsmouth bonds were <br />st ll:O0 o'clock today. The following bids were received: <br /> <br />Halsey Stewart & Company~ with an interest rate of .0192% <br />Scott~ Homer & M~son~ with an interest rate of .0190% <br />Blythe & Company ~ with ~ interest rate of .O189% <br />Bank of Virginia~ with an interest rate of ' .019~ <br />Northern Trust Company~ with Union Securities <br />Corporation and Braun~ Bosworth & Comoany~Inc. <br />Trust Company of Georgia and ~nderson-& Strud~cick~ <br />with ~ interest rate of <br /> <br />.0186~ <br /> <br /> /~ ~, ~ ~he ~orthe_n Trust <br />the bonds be aw~rSe~-~o'that company." Comoany being the low b~dder~ I recommend that. <br /> <br /> Motion ~ Mr. Warren that the bonds be sold to the Northern Trust Com- <br />the low bidder~ was adopted~ and by the following vote: <br /> <br />Ayes - <br />Nays <br /> <br />Bilisoly~ Grimes~ Houghton~ Howard: Smith: <br />Sturtevant: Warren~ Wilson <br /> None <br /> <br />was taken up: <br /> <br />The following letter~ presented by the City M~uager at last meeting: <br /> <br /> "I sm submitting herewith a Resolution from the Women's Auxiliary of <br />the Kings Daughters Hosoital and a letter from Mr. Frank C. Hanrahan and also the revised li~ <br />of patients that the Kings Daughters Hospital authorities have requested the City to pay. <br /> There are no funds in the Budget for this item and if payments are t( <br />be made to the hospital: it will require a special appropriation." <br /> <br />Resolution - <br /> <br /> "kq~REAS~ the Women's Auxiliary to the Kings Daughters Hospital <br /> has~ for many- years~ taken deep interest in the welfare of the <br /> hospital~ and have used o~ best energies to assist the Hospital <br /> in its worthy work to administer to the sick and injured of the <br /> City of Portsmouth~ and <br /> I'YHEREAS the institution~ which has just recently passed its~ <br />Fiftieth Anniversary~ now~ during these trying time~ of high <br />cost of operation~ finds itself in a oosition ~ere it is very <br />difficult to maintain its high class s~rvice~ whmch it has always <br />rendered~ because of lack of sufficient funds. 0~r greatest losses <br />appear in the near group~ which are unable to pay hospital bil!s~ <br />smd yet do not come under the State ahd City Welfare Act. This <br />will undoubtedly continue~ and <br /> WItEREAS~ our institution is a non-profit institution~ and hos- <br />oitals ttzroughout the nation are subsidized by cities in order to <br />meet conditions such as outlined in this resolution~ our organiza- <br />tion in meeting assembled today~ on this Fourteenth day of No - <br />vember at its monthly meeting~ and ~ost earnestly requests that <br />both the City Manager and each member of the Council give serious <br />consideration to the request made by the Board of Directors of <br />the Hospital through its Administrator~ Mr. Frank C.
