Holley III, *Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin Sr., James T. Martin, P. Ward Robinett. Jr., J. Thomas Berm Ill, Ronald W. <br />Massie. City Manager, G Timothy Oksman. City Attorney. <br /> <br /> Councilman J. Thomas Berm III opened the meeting with prayer which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion of Mr. Martin, and seconded by Mr. Clemons, to approve the minutes <br />of a Called Meeting on February 6, 1997; a Called Meeting on February 7. 1997; a <br />Called Meeting on February 8., 1997; a Called Meeting on February 11 1997: a <br />Regular Meeting on February 11, 1997; and was adopted by unanimous vote. <br /> <br />97-54 - Presentation: <br /> <br />· Proclamation presented to David Stephenson for "Portsmouth Volunteers for the <br /> Homeless Sleep-A-Thon Day." <br /> <br />Consent Agenda <br /> <br />- UNFINISHED BUSINESS - <br /> <br />97-41 - Rezonings and use permits: <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons, to adopt the following <br />ordinances and resolutions, approved on first reading at the Public Hearing Meeting <br />on February 11, 1997, was adopted by the following vote: <br /> <br />97-41 (a): <br /> <br /> "ZONING AMENDMENT ORDINANCE Z-96-12." <br /> <br />97-41 (b): <br /> <br /> "ZONING AMENDMENT ORDINANCE Z-96-13." <br /> <br />97-41 (d): <br /> <br /> "ZONING AMENDMENT ORDINANCE Z-97-02." <br /> <br />97-41 (f): <br /> <br /> '% RESOLUTION GRANTING A USE PERMIT FOR THE OPERATION OF A <br /> RETAIL FACILITY AT 3515 AIRLINE BOULEVARD. <br /> <br /> WHEREAS, Leonard Aluminum Utility Buildings, Inc., has made application <br />pursuant to Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for <br />the granting of a use permit to operate a retail facility to be located at 3515 Airline <br />Boulevard, Portsmouth, Virginia, as hereinafter-described; and <br /> <br /> WHEREAS, the applicant and the Planning Director have done all things <br />required to be done in connection with said application; and <br /> <br /> WHEREAS, the Planning Commission has recommended the granting of said <br />use permit with conditions. <br /> <br /> <br />
