05/, February_ 25. 1997 At a Regular Meeting of the City Council held on Tuesday, February 25, 1997. there were present: Mayor James W. Holley III, *Vice Mayor Johnny M. Clemons, Bernard D. Griffin Sr., James T. Martin, P. Ward Robinett. Jr., J. Thomas Berm Ill, Ronald W. Massie. City Manager, G Timothy Oksman. City Attorney. Councilman J. Thomas Berm III opened the meeting with prayer which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion of Mr. Martin, and seconded by Mr. Clemons, to approve the minutes of a Called Meeting on February 6, 1997; a Called Meeting on February 7. 1997; a Called Meeting on February 8., 1997; a Called Meeting on February 11 1997: a Regular Meeting on February 11, 1997; and was adopted by unanimous vote. 97-54 - Presentation: · Proclamation presented to David Stephenson for "Portsmouth Volunteers for the Homeless Sleep-A-Thon Day." Consent Agenda - UNFINISHED BUSINESS - 97-41 - Rezonings and use permits: Motion by Mr. Martin, and seconded by Mr. Clemons, to adopt the following ordinances and resolutions, approved on first reading at the Public Hearing Meeting on February 11, 1997, was adopted by the following vote: 97-41 (a): "ZONING AMENDMENT ORDINANCE Z-96-12." 97-41 (b): "ZONING AMENDMENT ORDINANCE Z-96-13." 97-41 (d): "ZONING AMENDMENT ORDINANCE Z-97-02." 97-41 (f): '% RESOLUTION GRANTING A USE PERMIT FOR THE OPERATION OF A RETAIL FACILITY AT 3515 AIRLINE BOULEVARD. WHEREAS, Leonard Aluminum Utility Buildings, Inc., has made application pursuant to Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for the granting of a use permit to operate a retail facility to be located at 3515 Airline Boulevard, Portsmouth, Virginia, as hereinafter-described; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of said use permit with conditions.
