241. December 26th~ 1950. _ there were present: At the regular meeting of the City Council~ held on December 26th:1950s Fred A. Dukes Houghton~Jr.~ ~ilso~ I. G. Frank N. BilisolysJr.~ George L. Grimes~ Carl C. R. Irvine Smiths E. Robie Sturtevant: Pearle J, Vass: City Manager~ and R.C. Barclays City Attorney. Minutes of the regular meeting of December 12~h~ 1950 and the called meeting of December 20th: 1950 were read and approved, The following zoning ~eport was read: "Pursuant to the provisions of the Zoning 0rdinance~ notice is hereby given that a public hearing will be held at 7:30 P.M.~ on Tuesday~ December 26ths 1950~ in the Council Chambers Municipal Building~ Portsmouths Virginia~ for the p~rpose of altering zones and reclassifying the following prSperty: Northeast corner of County Street and Phillips ~venue 50 x 100 feet from Multiple Family Dwelling Class D to Commercial Class G." Motion of Mr. Grimes to approve the recommendation of the Plarming and Zoning Commission was adopted. Mr. Biliso!y reported for the committee appointed to investigate buying ~ home on ~ the Gr_ce North Street. His recommendation was that the City not ourchsse the proper- ty for library purposess as it is not suitable for such use. The ~llowing reoorts from the City Manager ~re read: 1st - "I am s~omitting herewith a letter from Mr. Butler Ballance: Exec- utive Director of the Portsmouth Redevelopment and Housing Authority to which is attached a copy of a letter concerning the v~lthdrawsl of the offer of the Star Band Company for the pu~ chase of the Jeffery Wilson Homes site." ~ On motion filed. 2nd - "I am attaching hereto a copy of a letter received from the Au tot of Public Accounts and also s copy of a ~port on the audit of the Treasurer of the City o~ Portsmouths Virginias for the official files of the City." On motion filed. 3rd - The City M~nager recommended that all eity employees oaid on a semi-monthly basis be increased ~lO.O0 per month and all per diem employees increased five cents an hour~ effective January 1sts 19~l, Motion o f Mr. Houghton to concu~ in the recommendation of the City Man- ager~ was adooted. - UNFINISHED BUSINESS - The following ordinances placed on its first reading at the called meeting on December 20th~ 1950s was taken up: ~'AN-~QPDIU~_NCE ~AEV~ING AND-I~MPOSING A TAX 0N ~EVERY SALEs AS DEFINED IN THIS ORDINANCE. OF CIC~&RETTES WITHIN THE CITY OF PORTSMOUTHs DEFINING CERTAIN WORDS ~ND PHR~SES USED IN THiS ORDII~NCE~, FIk~ING THE RATE AND AMOU/~T OF SAID TAX~ PROVIDING FOR TB2~ PAYmeNT AND COL- LECTION TP~REOF~ AUTHORIZI~G THE CITY COLLECTOR TO ~KE CERTAIN RULES AND REGULATIONS REGARDING THE ADMINIST~TION OF THIS CRDINANCE DEFINING VIOLATIONS OF THE PROVISIONS OF ~IS ORDINANCEs AND P~RE- SCRIBING PENALTIES TP~REFOR."
