<br />The following reports from the City N~nager were read:

<br /> 1st - "I submit herewith a letter frbm Charles H. Bowens, President of the Colored
<br />Citizens Memorial Association of Portsmouth, ~a., and recommend that an additional sum of $25.00 be appropriated
<br />for their activmtmesfor the curr~nt year.~'
<br />
<br />Motion of Mr. Howard to appropriate $25.00 for said purpose w~s ~dopted.
<br />
<br /> 2nd - '~I s~t herewith a letter from J. Gordon Bennett, Auditor of Public Accounts
<br />for the Commonwealth of Virginia, to which is attached the audit of the accounts and records of Kenneth A. Bain,
<br />Jr., Clerk of the Circuit Court of the City of Ports4outh, for the calendar year 1950. This is for your consider-
<br />ation."

<br />
<br /> 3rd - ~'I am attaching for your consideration, a communication from C. E. Nix& Son
<br />relative to leasing certain property located east and west of the City playground on Seventh Street."
<br />
<br />Motion of Mr. Warren to refer to the City Manager was adopted.
<br />
<br /> Ath - "I submit herewith a contract between the City of Portsmouth, Virginia and Robe~
<br />R. Marquis, Contractor, for the construction and alteration of the addition to the Municipal Building. I recom-
<br />mend that the proper City authorities ~be authorized to execute the contract on behalf of the City, after the said
<br />contract shall have been approved by the City Attorney."
<br />
<br /> Motion of Mr. Bilisoly that the proper officials be authorized to sign the contract,
<br />subject to the approval of the City Attorney, was adopted.
<br />
<br /> 5th - "I have received a request from Baker &White, operating as the Portsmouth Cab
<br />Company, for permission to add two Cab-O-Lance vehicles to their flee~. I recommend that the City Attorney be
<br />directed to prepare an amendment to the Taxi Ordinance, providing for the additional tw~ vehicles to be added."
<br />

<br />6th - The City Manager presented the following letter~ from the City Collector:

<br />preciation to each of you for n~king our new office possible. We are now able to give the public better service
<br />and also to systematize our work so we can give the city bett~r service.
<br /> From the m~ny favorable comments of those who have visited our new office I believe
<br />the public as well as the City officials .can well be proud of it."

<br /> 7th - ~"I have received numerous Mequests for a change in the parking of cars on the
<br />streets within the city l~m~ts of Portsmouth, and suggest that I be authorized to secure the services of a compe-
<br />tent traffic engineer for a study and report of the conditions."

<br /> Motion of Mr. Houghton that the City Manager be authorized to employ professional assis
<br />tance for the parking and traffic survey, was adopted.

<br />- UNFINISHED BUSINESS -
<br />
<br /> An appropriation of $~0,000.00 for alterations to the ~nicipal Building, placed on its
<br />first reading at last meeting, was taken up.
<br />
<br /> Motion of Mr. Hoard to a~pP~iate $30,000.00 f~r said ~urpose, and that the Mayor be
<br />authorized ~o sign the agreement and the Clerk to affix the seal of the City, was adopted, ~ud by the following
