<br /> "Pursuant to ~he provisions of the Zoning Ordinance, notice is hereby given that a
<br />public hearing will be held at 7:30 P.M., on Tuesday, July 24th, 1951, in the Hustiugs ~ourt Room, Court House
<br />Building, Portsmouth, Virginia, for the purpose of altering zones and reclassifying the following property.- 1. To rezone residential property Bounded by High Street, Second Avenue,
<br /> and County Street, to within 120 feet east of Fourth Avenue, from

<br /> · "Your Committee, appointed to consider the acquisition of the old Atlantic & Danville
<br />Railroad Company rmght of way from Hamilton Avenue to High Street, met and aider considering the question from al~
<br />augles, decided to permit the property to be sold to a private owner provided that the City be permitted to keep
<br />the drainage ditches open and in continuous repair at all times and that the City have the right to l~-'ehase the
<br />property for the sum of $1,905.00, withou~ interest, anytime within the nex~ t~nty years succeeding the date of
<br />the transaction for street purposes with the understan.ding that the abutting property ~ner agree not to build
<br />any structures nearer than 25 feet from the property l~ne of the right of way on ei~er side.

<br /> "Your committee to which the question of recemmending the sale of certain lots, lo-
<br />cated in the City of Portsmouth, Virginia and owned by said City was referred, has considered the question of
<br />the sale of the lots and upon inspection of their location and co~ferring with Charles L. Reynolds and asser-
<br />raining that he would he willing to offer thc sum of $600.00 for the ? lots in lieu of his $~00.00 offer, it is
<br />recommended by the Committee that the lots be advertised for sale, reserving the right to reject any and all
<br />bids.

<br />The following reports from the City Manager were read-.
<br />
<br /> 1st - "I submit a letter from Floyd E. Harrell requesting a refund of the pension
<br />money deducted from his salary while he was an employee of the Police Department. I recommend that the sum of
<br />$&~.13, the ~mount due him, be paid ~r. Harrell."
<br />
<br /> N~tion of Nr. Warren to appropriate $87.13 for said purpose, was adopted.
<br />
<br /> 2nd - "I have had an estimate made of the cost of grading and seeding the proposed
<br />new pl~ground at the ~orth Truxten School and I find the estimated cost of grading is $1,500.00 and for see~i~g
<br />and fencing, the cost is $1,000.00.- t recommend that an appropriation im the sum of $2,500.00 be placed on its
<br />first reading."
<br /> Motion of Hr. Gr~s to place an appropriation of ~2,~00.00 on its first reading,
<br />for said purpose, was adopted.
<br />
<br /> 3rd - ,I take pleasure in reper~ing that in m~ opinion ~e have made some progress
<br />in cur proposed agreement for treating indigent ~d emergency patients at the Kings Daughters Hospital.
<br /> The proposed agreement is to contribute to the hospital the sum of $10,OOOJ]
<br />in payment of all claims for indigsut and emergency cases up to June 30~ 1951. I therefore recommend that an
<br />appropriation in the sum of $10,000.00 be placed on its first reading.-
<br />
<br /> Motion of Hr. Warren to place an appropriation of $10,000.00 for said purpose on
<br />its first readiug, was adopted.
<br />
<br /> ~th - "I submit a letter from the Norfolk Naa-al Shipyard stating that the Ship-
<br />yard has no objection to the introduction of fluoride into the water supply.,
<br />
