..083 <br />Maroh 18, I g97_ <br /> <br />Conclusion <br /> <br />As Portsmouth looks to its future and the 21st century, it is important to determine <br />the elements that make us a unique city in the Hampton Roads region -- to identify <br />and build on our strengths and to develop strategies for meeting our challenges. We <br />are beginning to see the positive change throughout the City from our focused <br />efforts, from construction of the new High Street Landing to development of the <br />former Ch urchland High School property. To continue this progress wii require <br />tough decisions as the City's needs continue to far exceed its resources. <br /> <br />The success of our future hinges upon the proper balance of spending, saving and <br />investing in the priority areas of Economic Development. Neighborhood Quality and <br />Fiscal Strength to maintain the positive momentum the City'has recently realized ." <br /> <br />2. Public Work Session - C.I.P <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons, to go into Executive <br />Session pursuant to provisions of Section 2.1-344 of the Code of Virginia for the <br />following: <br /> <br /> (1) Discussion or consideration of the condition, acquisition or use of real <br />property for a public purpose, orthe disposition of publicly held prope~y, as <br />permitted Dy Subsection (A)(3). <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion of Mr. Martin= and seconded by Mr. Pitts, pursuant to Section 2.1- <br />344.1 of the Code of Virginia certifying that to the best of the Council member's <br />knowledge during the immediately preceding Executive Session of the City Council: <br /> <br /> (1) Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br /> (2) Only such public business matters as were identified in the motion by <br />which the Executive Session was convened, were heard discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />On motion meeting adjourned at 8:00 p.m. <br /> <br />APPROVED- <br /> <br />Dr. James W.
