<br /> Mr. ~eiseman, reporting for the Committee appointed to study the question of fees
<br />charged for taxi drivers, recommended that the fee for same be $5.00~ and on his motion, the follow~ ng ordinance
<br />was placed on its first reading: _

<br /> Y~r. Howard, reporting for the Committee on the Hamilton Avenue by-pass, recommended that
<br />the followJ_ng route be approved: from High Street on Fau~uier Avenue to Airline Boulevard, on Airline
<br />following the Atlantic and Dmnville right of way, to Hamif[ton Avenue~.
<br />
<br /> Motion of M~r. Howard that said route be approved, was adopted.
<br />
<br /> Motion of ¥~r. Howard that the City Manager have Hamilton Avenue paved, from the inter-
<br />section of the new by-pass to High Street, and that Hamilton Avenue be opened from Glasg~ Street into Port
<br />Norfolk, was adopted.
<br />
<br /> The following repozf0s from the City Mmnager were read:

<br /> Be it Resolved by the Council of the City of Portsmouth, Virgini8' that
<br /> the C~ty l. Lxnager shall offer for sale at public auction to the highest
<br /> bidder after first giving tan days notice of the time mud place of sale
<br /> by advertisement for ten days in the Portsmouth Star, a daily newspaper,
<br /> the following lots of land now not used or necessary for the purposes
<br /> of the City, namely: lots numbers 16, 17, 20 and Pl in block 6, 20 in
<br /> block 13, 29 in block 14, and 6 in block 22 on the plat of the Airline
<br /> Land Cor~0any. Lots numbers 8, 9, lO and ll in block 8 on the plat of
<br /> ~est Park View. The right to reject any and all bids shall be reserved."

<br /> On motion of Mr. Smith, said resolution was adopted.
<br />
<br /> 2nd - "I submit mn invoice from the Commonwealth of Virginia for one half of the cost
<br />of auditing the accounts ~nd records of the Civil and Police Court and the Juvenil~ end Domestic Relations Court
<br />of the City of Portsmouth. I recommend that an appropriation in the sum of $339.28 be placed on its first
<br />reading'.'
<br /> Motion of Mr. Weiseman to place an appropriation of $339.28 for said purpose on its
<br />first reading, was adopted.
<br />
<br /> 3rd - "Article IX Section 2-66 of the Code of the City of Portsmouth 1951, reads as
<br />follows: "There shell be a Department of City Government known and designated as the Department of Public
<br />Safety which shall be under the control and super~ision of a Directo~ of Public Safety who shall be appointed
<br />by the City Manager and shall be subject to his direction and control~ etc.
<br /> Since there is no appropriation in the Budget for paying a Director of Public
<br />$afety, I am assuming the responsibility of said office in lieu of appointing a Director."
<br />
<br />Safety, was adopted.

<br />Motion o f M~r. Howard that the City Manager fulfill the duties of the Director of Public
<br />
<br /> 4th -On motion of M~r. Howard, the question ~f the possibility of ha~ing the Fire De-
<br />partment inspect homes with reference to fire hazards, was referred to me for a report.
<br /> Section 9-11 reads as follows "The Chief Inspector Or-his assistants are hereby
<br />empowered to enter any building or premises withintheir jurisdiction except~private residences at ail reason-
<br />able hours to'deterge whether the same has been~ is being constructed or ms.intained in accordance with the
<br />City Ordinance, An~ person interfering with or obstructing the exerc~xe of this right sh~llb e deemed guilty of
<br />a violation of this section.
