<br />At a regular meeting of the City Council, held on February ~2th, 1952, there were present:

<br />Howard~ R. Irvine ~mith,~ E. R. Sturtevant, C. E. Warren, Pearle J. ~ilson, I.G. Vass,
<br />City ~auager, and R. C. Barclay, City Attorney.

<br />Minutes of regular meeting held on January 22nd, 1952, were read and approved.
<br />The following Committee report was read:
<br />
<br />"The Co~ttee on Salary Equal~izations, Pensions, e~c. partially reports as follows:
<br />
<br /> 1 - It is the recommendation of the Committee that all employees of the City,
<br /> except employees of the Police and Fire Departments, shall be immediately
<br /> placed under Social Security as provided by Senate Bill No. A, passed January
<br /> 28th, 1952, with the assurance of the City Council that all such employees other
<br /> than these of'the Police and Fire Departments, shall receive rs$ireme~t pay
<br /> equal to that which w~uld prevail under the present practice of the Council
<br /> and until a sound pension plan, mtually agreeable, can be formnlated and
<br /> adopted.
<br />2- It is also the reco~endation of the Committee that the present plan of retire-
<br /> ment as in regard ~o the employees of the Police and Fire Departments shall
<br /> continue in effect until ~ratually agreeable smendmente can be formulated ~nd
<br /> adopted,
<br />3 - It is the understanding of the Committee that according to Senate Bill No. &,
<br /> passed January 2$th, 1952, the retirement pay of School T~achers will be under
<br /> the jurisdiction of the School Board ~nd will b e supplemented by the Commonwealth.
<br /> Recommendations of the Committee in this respect are therefore not in order.
<br />& - As information, the Committee is actively studying other matters before it and
<br /> will make a full and final report at the earliest date possible.

<br /> Motion of Mr. Howar~ to suspead the ru~e~ to'hear from Mr. Earl Cadmus, was adopted.
<br /> Mr. Cadmus spoke in reference to the ~etirement system for city employees.

<br /> On motion of Mr. Howard, the recommendation of the Con~ittee,was adopted.

<br /> Motion of Mr. Houghton to suspend the rules to hear from anyone who wished to speak rela-
<br />rive to the fluoridation of the City's water supply, was adopted.
