<br /> The following report from the Planning and Zoning Commission was read:

<br /> . "The Plannin~ and Zoning Com~ission, at the regular meeting held February 6th, i952,
<br />considered the follow~_ug applications and respectfully submits its recommendations for your ~pprovalo
<br /> i - Thoma~s C. Bourdon to rezone 2301 North St., beginniu~g at the south~est corner of
<br /> No-v%h Street and Tenth Avenue, fronting 102 feet off the south side of ~o~h St., by
<br /> appro ~ximately 80 feet deep from Single F '
<br /> ammly Class ~A" to ~o Fs~ily Class "C". On
<br /> mot~lon, this appli~cation was denied by a unauimous vote.
<br /> 2 - Belle B. Eture to rezone 2020 Atlanta Ave., 10ts ~6 and 38, Block "U", beginning at the
<br /> northwest corner of Atlanta Ave. and Palmer St., fronting 5~. 5 feet on the west side of
<br /> Atlanta Ave. by 100 feet deep ~rom Smug~e Fa~ly Class~ "B" to ~o Family Class ~C".

<br /> Ist- "Pursuant to a resolution of the City Council, an advertisement appeared ~n the
<br />Portsmouth Star on January 23rd and January3Ot~' 1952 ~ud February 6th and February 13th, 1952, for the pro -
<br />posed lease of the east end of South Street. i summit the attached bid for your consideration end recommend
<br />its acceptance." ~

<br />"in accordance with the terms of the proposed lease of the east end of South St.,
<br />east of the east llne of Crawford St., for a term of thirty (30) years, we hereby
<br />offer the lump sum of $4,837,5& for this lease and we agree to the conditions,
<br />covenants and agreements as set forth ~ the advertisement ~Fnich appeared in the
<br />Portsmouth Star on J~uuary 23rd arid 3Otb, 1952 and on February 6th and 13th, 1952,
<br />with the understanding that the ordinance be amended by inserting after the word
<br />"Virginia" and before the word ,~Yielding,, near the end of the paragraph beginning
<br />%rlth 'q~itnesseth" the following words:

<br /> "... unto the Lesse% its successors, and assigns, upon the lessee...,~
<br />
<br />and by adding at the end of the next paragraph, the followi~ng:

<br />In order to m~ke it easier for you %o locate the points in the ordinance where the
<br />ch~es are to be made, I attach hereto a copy of same and have had typed iu the
<br />language to be inserted.
<br />We are prepared to make payment of the above amount tg you upon receiving such lease
<br />in form approved by our General Counsel, executed in duplicate by the City.

<br /> Motion of 1~. Howard that the bid of the Tunnel Commission be accepted and that the fei -
<br />lowing ordinance be placed on its first ~e~ding, was adepted:

<br /> ~'AN 0RDIN~d~CE PROVIDinG FOR THE LEASING OF 'l~ EAST END OF SOUTH STREET.,

<br /> 2nd - "I presented the request of the Council to General James A. AnderSon and his as-
<br />sociates, concerning the request of City Council that U.S. Highway Nmv~er &60 be routed through Portsmouth and
<br />the El. izabeth River Tur~uel, as U.S. Routes 460 Alter~a~e.
<br /> The Highway Commissioner and his associates refused to comply with the request,
<br />but agreed that in lieu of making 58 Alternate route to the tunnel, that if the City would suggest anether number~
<br />they~we~ consider it.
<br /> I recommend that the Highway Commission be requested to 6se the number 170 fr~m
<br />the Tunnel by way of Bart and Clifford Sts. to Effingham and on Effingham ~e Route 337 (Gosport Road)
<br />
<br /> Motion of Mr. Howard to refer back to the ~ty Manager for furtherconsmderat~on,' ' was
<br />adopted.
<br />
<br /> 3rd - "~ recommend that the sum of $20.O3 be refunded to Harry Fiynn, who serVed as
<br />temperary hoseman in the Fire Department, this amount having been d~ucted from his salary in error."
<br />
<br /> Notion of ~. Warren te concur in the recommendation of the City Msnager was adopted.
<br />
<br /> 4th - "I submit the attached request f~om R.P. Sebrell, Engineer Lu t he Fire Department
<br />for retirement and recommend that it be referred to the Retirement Beard for a report."
