O96 <br /> <br />March 25. 1997 <br /> <br />97 - 96 - Adoption of a motion to award a contract to E. H. Ives Corporation ,n <br />the amount of $66,899 for improvements to the intersection of London Boulevard <br />and Peninsula Avenue. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $200,000 from the General Fund Contingency <br /> (Emergency) to pay for Juvenile Group Home and Detention Home expenses. <br /> <br />Purpose and Need: <br /> <br />Due to higher than anticipated use of the group home system and the Juvenile <br />Detention Home by the Court and the Juvenile Probation Department. additional <br />funding is needed to pay for these services. <br /> <br />Financial Impact: <br /> <br />The Budget Contingency (Emergency) essentially represents the General Fund <br />balance for the City and is appropriated during the budgetary process as a <br />reserve for purposes such as this, <br /> <br /> Motion by Mr. Griffin. and seconded by Mr. Robinett, to award a contract to <br />E.H. Ives Corporation in the amount of $66,899 for improvements to the intersection <br />of London Boulevard and Peninsula. and was adopted by the following vote: <br /> <br />Ayes: Benn Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />-NEW BUSINESS- <br /> <br />97 - 97 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />97 - 98 - Items Submitted by Council Members <br /> <br />· Councilman Martin requested the Management Team review updating the video <br /> communications equipment used for the taping of City Council meetings. <br /> <br />· Councilman Griffin acknowledged the presence of our City Clerk, Sheila Powell <br /> Pittman at the meeting and commended her on a quick recovery from surgery. <br /> <br />97 - 99 - Non-Agenda Speakers <br /> <br />1. Helen Person. 1314 Green Street spoke on her appreciation of City Council's <br />attention to the lead problem n Washington Park, and requested permanent <br />relocation. <br /> <br />2. Michael Hernandez, 1000 Centerville Turnpike, Virginia Beach, VA, spoke on <br />permanent relocation for the residents of Washington Park. <br /> <br /> 3. Raleigh Harsley, 2124 Peach Street, spoke on the Focus Committee on code <br /> enforcement and citations to violators. <br /> <br /> 4. William Copeland, 2107 Staunton Avenue, spoke on Portsmouth Redevelopment <br /> and Housing Authority's partnership with the Lee Hall project. <br /> <br /> <br />
