<br /> Minutes of the ~egular meeting of December 2Srd, 1952 and called meeting of December 30th,
<br />1952, were read and approved.

<br />The following reports from the City Manager were read:
<br />
<br /> 1st - "I am submitting for your consideration a letterfrom the Portsmouth Gas Company, re-
<br />questing the State Corporation Commission to grant an increase in the rates to be charged for gas in the City of
<br />Portsmouth."
<br />
<br /> Motionof Mr. Sturtevant to suspend the rules to hear from Mr. Wise, President of the Ports-
<br />mouth Gas Company, was adopted.
<br />
<br />Portsmouth.

<br />Mr. Wise and Mr. Frank D. Lawrence spoke on the necessity of increasing the gas rates in

<br /> Motion of Mr. Houghton to refer to the Committee-appointed in September, on Utility Tax on
<br />Gas Consumers, was adopted.

<br /> 2nd - "I submit the attached ordinance and recommend that it be placed on first reading.~'
<br /> Motion of Mr. Smith to place the following ordinance on first reading, was adopted:

<br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, 1951, BY
<br /> ADDING THERETO SECTIONS 9- 12.1, 9-12.2, 9--12.3, 9-12.4, 9-12.5, 9-12.6,
<br /> 9-12.7, 9-12.8, 9-12.9, 9-12.10, 9-12.11, 9-12.12, 9-12.13 and 9-12.14,
<br /> REGULATING THE SALE ANDIDISPENSING OF GASOLINE AND OTHER INFLAMMABLE
<br /> LIQUIDS AT RETAIL .FILLING OR SERVICE STATIONS, AND PROVIDING PENALTIHS
<br /> FOR ITS VIOLATION."

<br /> 3rd - "In accordance with the resolution which was adopted by the Council on December 23rd,
<br />1952, ! offered for sale at public auction, in front of the Court House, at 12 noon, on January 13th, 1953, after
<br />first givin~ ten days notice of the time, place and ~erms of sale by advertisement in the Portsmouth Star, the
<br />property at the northwest corner of County and Washington Sts. Mr. Louie A. Clark was the highest hidder for the
<br />property, at the price of $14,000.00. The sale was well attended and there was spirited bidding.
<br /> I recommend that the sale be confirmed and that the property be sold at the above
<br />price, and that the proper officers of the City be authorized to execute a deed con~eying the property to Mr.
<br />Clark, or to such persens, firm or corporation as he may designate"
<br />
<br /> Motion of Mr. Bilisoly to concur in the recommendation of the City Manager and that the
<br />proper officers be authorized to sign the deed, was adopted.
<br />

<br />4th - "I .submit the attached amendment to City Code and recommend that it be placed on first=
<br />
<br />"AN ORDINANCE TO A~END THE CODE OF THE CITY OF PORTSMOUTH 1951 BY ADDING
<br />THERETO TWO HEW SECTIONS RELATING TO THE POSSESSION OF AIR RIFLES BY MINORS."
<br />
<br />Motion of Mr. Houghton to place said ordinance on first reading, was adopted.
<br />
<br /> 5th - "I?submit an agreement between the City of Portsmouth and the Chesapeake & Potomac
<br />Telephone Company of Vi~inia, for an easement across the property owned by the City of Portsmouth and situated
<br />on Highway #637 between Highways 639 and 634 in Chuckatuck Magisterial District in Nansemond County, for the con-
<br />struction of a telephone line and recommend that the City Manager be authorized a~d directed To execute the con =
<br />tract for and on behelf of the City, andCthat the City Clerk attest same and affix}the city seal thereto."

<br />Motion of Mr. Grimes~ that the proper city officials be authorized to sign the agreement, was
<br />
<br /> 6th - "I submit the attached lease of property by the City of Portsmouth from the Seaboard
<br />A~rline Railway Company, which is revised ro provide for an easement for a roadway and recommend that the Mayor
<br />be authorized to execute the contract for and on behalf of the City, and_that }the City Clerk be directed to attest
<br />the same and affix the city eal thereto.

<br />Motion of Mr. Lawrence that ~the proper city officials be authorized to sign the lease, was
<br />
<br /> 7th - "I report that the City has received a new Chrysler air raid siren and a new American
<br />La France 750 gallon pumper fir~lsngine and that the city's portion of the cost of the fire engine is $5,624.71,
<br />and that of the siren $1,375.00, making a total of $6,999.71 and recommend that the City Manager he authbrized
<br />to transfer the above amount from the Contingent Fund to the Civil Defense Fund."
<br />
<br />Motion of Mr. Smith that theCity {~%nager be authorized to transfer funds, was adopted.
<br />
<br /> 8th - "I recommend that the City Manager.be authorized to transfer the sum of $1,116.50
<br />from the Contingent Fund to the Office Equipment Fund of the Circuit Court of the City of Portsmouth.This fund was
<br />allocated in a previous~udget and canceled before~he equipment for which appropriation was made, arrived."
<br />
<br />Motion of Mr. Hawks that the City Manager be authorized to~ransfer funds, was adopted.
