<br />At a regular meeting of the City Council, heSd on Nay 12th, 1953, there were present:
<br />
<br />Fred A Duke, Frank No Bilisoly, Jr., George L. Grimes, Carl C. Houghton,Jr.,
<br />R.E. Hawks , Edgar W. Lawrenne, R. Irvine Smith, E.R. Sturtevant, C.E. Warren,
<br />Pearle J. Wilson, I. G. Vass, City Manager, and R.C. Barclay, City Attorney.
<br />
<br />Minutes of regular meeting held on April 28th, 1953, were read and approved.
<br />
<br />The following reports from theCity Manager were read:
<br />
<br /> 1st - "We submit the attached letters concerning the proposed ordinance licensing electri.
<br />ca1 contractors and journeymen and since considerable opposition to the ordinance is shown, we are of the opinion
<br />tha~ ~he Council should determine if they desire to adopt the ordinance.
<br /> If the decision is in the affirmative, we recommend that a new ordinance be drawn
<br />or that this one be amended in some respects."
<br />
<br />Motion of Mr. Wilson to lay on the table for further study, was adopted.
<br />
<br /> 2nd - "I submit the attached contract in duplicate providing an easement for an eight inn!
<br />cast iron water p~pe crossing over the tracks and property ofthe Seaboard Air Line Railroad Company where the sai(
<br />Railroad crosses Gosport Road as shown upon the map attached to~sm~id mgreementJ~and made a part.thereof.
<br /> I recommend that the Mayor be authorized and directed to execute the same for mand
<br />on behalf of the City of Fortsmouth and that the City Clerk be directed to attest the same and affi~Lthe city seal
<br />thereto."

<br /> 3rd - "I submit the attached agreement with Nor£olk-Nansemond Estates.and recommend that
<br />the same be approved and that the proper officers of the City be authorized to execute the same."
<br />
<br /> Me,ion of Mr. Hawks that the proper city officials be authorized to sign the agreement
<br />providing that it meets with ~the approval of the Superintendent of the Water Department and that the expense of
<br />moving the water main is borne by 'the Nor£olk-Nansemond Estates, Inc., was adopted.
<br />
<br /> 4th - "I submit the attached letter from A.J. Napp, Superintendent of Portsmouth Public
<br />Schools. and recommend that the Council concur in the request of the School Board and that the appropriation of
<br />funds be approved and that such funds shall be reimbursed fromthe Capital Account fund at such time that Capital
<br />funds have accumulated."

<br /> "The School Board has directed me to request your permission to erect thirty-six temporary
<br />classrooms in order to relieve the crowded conditions in the Ports~mouth Schools. Our school enrollment is increa
<br />lng at the rate of more than 500 children per year, and it is impossible to construct permanent buildings fast
<br />enough to take care of the present emergency.
<br /> One four room unit will be constructed at Westhaven, one eigh~ room~unit at JohnTyler,
<br />and three eight room units at the most strategic points to relieve the over-crowding in the ~egro schools.
<br /> It may not be n$cessary to construct all ~hree of the ~egr0 units at this time, but all
<br />thirty-six rooms can be constructed and equipped for approximately $230,000. These- buildings will be either
<br />"Stran-Steel" or '~rmco Construction".
<br /> These buildings are eligible to be constructed from -capital construction funds, ear -
<br />marked for schools, but there are other funds now available ~hich the School Board proposes.to use should this
<br />request meet with your approval."
<br />
<br />Motion of Mr. Lawrence to concur in the recommendation of the City Manager was adopted.
<br />
<br /> 5th - "I submit the attached proposed Budget for the operation of the Portsmouth Public
<br />Schools for the fiscal year ending June 30th, 1954, and recommend that the City Manager include the amount of
<br />$855,604.00 in the general city budge~ with the understanding that should the School Board £ail to receive from
<br />the Federal Government the sum of $438,922.00 as anticipated in the budget, that the City will provide this amount
<br />or any portion thereof found necessary to operate the public ~chools of the City of Portsmouth."
