It is obvious that the Norfolk City Council was not ~oingi <br />to substantially increase his salary as those years past. The other cities in the Sta~e switched ro the General <br />Registrar system ar about the same time as Portsmouth, but it is interesting that Arlington County, 195~, affordedi <br />a salary of $3,900.00 and that the Registrar there had one regular and two part-time assistants.
