ties for accuracy and validity which are incumbent upon the Registrar, whomever he might be.
The first criterion which comes ro mind as ro the~ salary of the job is a comparison be-
tween what this city is paying and what other cities are paying- However, I do not believe such comparisons are
only cities of anywhere near compar-
valid. Prior ro the establishment of the job in Portsmouth, the has a tremendously elaborate office,
necessarily rats, were Richmond and No~folk, Richmond u eR~ht~nrdi~Spam.~
size, which had.General Regist ' hlyrYe Be ~ ' '
able . ent assistants, and the job-offers a very substantzal sa 'th
with a Registrar an~fot~_ p~e~ comnarison can not be made. In the case of Norfolk, who g

larger than Portsmouth, so ~ ....
$4,~60. per annum, with regular annual increases, and has two permanent assistants, it is noteworthy that for soy-t
eral years, the Registrar himself was out~ on sick leave. It is obvious that the Norfolk City Council was not ~oingi
to substantially increase his salary as those years past. The other cities in the Sta~e switched ro the General
Registrar system ar about the same time as Portsmouth, but it is interesting that Arlington County, 195~, affordedi
a salary of $3,900.00 and that the Registrar there had one regular and two part-time assistants. The City of
Lynchbnrg, which is considerably smaller than Portsmouth, pays a grea~er salary than does Portsmouth.
It seems to me that a better way ro evaluate the job of General Registrar would be to
compare it,'from the standpoint of responsibility, wit~ certain other jobs A comparison of the salaries paid,
of the ~nmber of assistants furnished, and of the responsibilities involved in such other city jobs as the Super-
of Recreation and his maintenance assistant, and the custodian of the City
intendent of Cemeteries, the Director the relative value, to the City, of these jobs, and of the job of Registrar.
M~rket Building, throws much light on
With this thought in mind, the following ssatistics from this office seem pertinent:
Total number of registered voters: t~,131
Number of new registrants since 11~4/5~ 885
Transfers into the City since 1;1/53
Transfers out of the City since 1/1/53
Transfers within the City since L 1/53
