<br /> The City Clerk presented, the following resolution in reference to the establishment of
<br />a four year college in the Tidewater area; which was, on~ motion-of Mr. Hawks, adopted:.

<br /> Resolution - "WHERE., the Board of Visitors of the .College of William and Mary has
<br /> e~idenced-its willingness toen,la~ their facilities at the Norf-olk Division
<br /> to include four year courses leading to degrees in'the fields of education,
<br /> business administration and nursing,~and possibly, at a later time, social
<br />
<br /> WHEREAS-~ it is believed that this will be. the beginning of a program in:~the
<br /> Tidwater Area of Virgmnia which-willincrease its educational advantages to
<br /> afford young people here-an-opportunity to secure a college education without
<br /> a change of residence; and,
<br /> ~rHEREAS, thd cost of the development of sucha program will be reasonable and
<br /> noz au undue burden on the resources of the-State;
<br /> NOW, T~REFORE, BE IT RESOLVED, that the Council of the City of Portsmouth,
<br /> Virginia, hereby endorses the program set forth by the Board of Visitors of the
<br /> Collie of W illiam.and Nary and re~uests-the~Legistature of the State of Virginia
<br /> to appropriate a sufficient budget for this institution to establish for the
<br /> Tidewater Area -of Virginia, a-proper~y accredited institution whereby the graduates
<br /> of-the High-Schools of this .area may secure a four year college education
<br />
<br /> The following letter from William Holmes.Davis was read:

<br /> "I am taking the liberty of inclosing herewith copy of a letter addressed to the
<br />Norfolk City Council. In reply, I have been assured that3the proposed public hearing ~ill be held. I believe
<br />the adoption of the proposal of the Norfolk Chamber o~ Commerce, if~adopted, will result ~n great harm to the
<br />people of Portsmouth and should like to give your honorable body my reasons for my belief."
