<br />Minutes of regular meeting of November 10th, 1953 were read and approved.

<br /> ist - "Bids were opened today ar 12:00 noon, for the sale of $700,000.00 Refunding Bonds
<br />The following bids were received:

<br />awarded to this concern, at the interest rates described by ~the attached proposal."

<br />folk County Board of Supervisors requesting relief from the smoke condition in Highland Park and the Highland Bilt-
<br />more sections caused b~ .burning trash behind the Truxton High Schoo$ was referred to me for a report.
<br /> I report as follows: By making some transfers in personnel we have been able
<br />dispose o~ almost doubie the quantity of burnable rubbish and garbage at the City incinerator and this has reduced
<br />by a large quantity the amount of rubbish burned at the dump and we have extinguished as much of the fire as it
<br />possible to do so at the presen~ time and have relocated the portion of the dump that is being burned regularly.
<br />I h~e been advised by one of the residents of this area that they are no longer~buthered With the smoke, condi-
<br />tion daused by burning trash at the city dump.
<br /> Our condition at the incinerator is not entirely satisfactory. It is going to
<br />require considerable alterations of the incinerator in order that we may continue to burn the amount of rubbish
<br />we are now bu~ng and to rake care of the continued increase in our garbage collections. We are having this mat-
<br />ter studied by Greeley and Hanson,our Consulting Engineers, and will report their findings as soon as received."

<br /> 4th - "At a previous meeting of the City Council, I submitted an ordinance to amend t~
<br /> Code of the Cfty of Portsmouth 1951 by adding to Title ~6 thereof Article III, Sections ~6-36, 26-37, 26a38 .and I
<br />.26-39, establishing set-back lines on certain streets for buildings. I
<br /> At that time the ordiance was tabled for g further study. I am submitting the ~
<br />
<br /> ordinance as amended and recommend that it be placed on its first reading as it now reads.
<br />
<br /> Motion of Mr. Houghton to place the following ordinance on first reading, was adopted,
<br />and by the following vote:

<br /> 5th - "At the regular meeting of Council held November 10th, 1953, Mr. Johnson reported1
<br />for me concerning the question of water extension beyond the City limits and I was advised that the matter was
<br />tabled for further information.
<br /> I am again submitting the report with the recommendation ~hat wherever the City
<br />has received a deposit or accepted funds for the extension of the water line and where the Board of Supervisors
<br />of Norfolk County prior to September 30th, 1953 by Resolution authorized the installation of fire hydrants~as pro-
<br />vided by contract that the Superintendent of the Water Department be permitted to complete these projects.
<br /> I have invited Mr. Murden. Superintendent of the Water Departmenz to be presen~
<br />to answer any questions that the Council may desire to ask him concerning this matter."
<br />
<br /> On motion of Mr. Houghton, the City Nanager and Superintendent of the Water Department
<br />were authorized to proceed with the water line extension projects for South Loxley Place, Victory Park #2 and
<br />Route 58, Coca Cola Company."
<br /> 8th - "I submit the attached ordinance to amend an~ re-ordain an ordinance entitled
<br /> 'An Ordimnce toClose Portions of Effingham Street and Gayle Avenue" and to add certain provisions to the agree-
<br /> merit made a part of said ordinance, and recommend that it be plafed on its first reading."
