At a regular meeting~of the City Council, held on December 8th, 1953, there were present: <br /> <br /> Fred A Duke, Frank N. Bilisoly,Jr., George L. Grimes, R. E. Hawks, C.C. Houghton,Jr., <br /> James N. Howard, E. W. L~wrence, R. Irvine Smith, E. R. Sturtevant, C.E. Warren, <br /> Pearte J. Wilson, I. G. Vass, City Manager, and R.C. Barclay, City Attorney. <br /> <br /> Minutes of regular meeting of November 24th, 1953 were read and approved. <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 1st - "With reference to the attached letter from ~the City Attorney~ I recommend, due to impro- <br />per assessment of the property, thai J. B. Jasper be permitted to pay his real estate taxes withe~t inter~t and <br />penalty." . . ' <br /> <br /> Attached - "Attached is s letter addressed to the Portsmouth City Council, signed by J.B. Jasper, <br /> iineerninge~s~Xes on 1~!29 on the plat of the Western Branch Land CQmpany . Jasper, Jr. No tax~S ~sve been paid on the land since 1925. ~Prior <br /> to 1932 the land was ~ssessed for $150.00, and since then it has'been assessed for $100.00. The lien of the <br /> taxes from 1926 to 1931 is barred by the State law, and there is no question about the assessments for 1948 ~o <br /> 1952 inclusive. There are nnmerous errors on the land books of this nature." ~'- ~ <br /> <br /> Mot-ion of Mr. L~wrence to concur in the recommendation of ~he City Manager wasadopted. <br /> <br /> 2nd - "I submi~ the attached letter from the State Compensation Beard This is for your cn - <br />sideration." . <br /> <br />Attached - <br /> <br /> "The Compensation Board has before it estimate of expenses for the calendar year 1954 fr~ the <br /> Clerks of the Courts of your City, Hustings and Circuit. <br />In view:of the statutes, while the Compensation Board is charged with the du~y of fixing-sal- <br />aries of employees in the Clerk's office and certamn expenses, the Board feels that it should <br />obtain recommendation of your City Council before fixin~ these salaries and expenses for .serti- <br />fication to the City Council and to the Clerk. If your City Council h~s passed on these matters, <br />it will be appreciated if you will advise us the walaries 'and expenses Tixed for the calendar <br />year 1954. In this connection, please read Acts 1952, page 742, chapter 459. It will be appre- <br />ciated if you will let us hear from you as promptly as possible." <br /> <br />On motion filed. <br /> <br /> 3rd - "I submit the attached report from the City En$ineer, estimating that it will cost <br />$17,888.00 to construct sewers in the Riverside section of the City of Portsmouth to complete the sanitary <br /> <br /> · sewer- <br />age for all properties in the area I recommend that this add~tion be added to our sewer contract <br />cost if $17,888.00." . The~ustimated <br /> <br /> Motion of M~c. Hawks to-concur in the recommendation of the City Manager was adopted. <br /> <br /> 4th - "I recommend that the sum of $36,500.00 be placed on its first reading to be transferred <br />to the employee supplemental retirement fund." <br /> <br /> Motion of Mr. Howard to place.an aporopriatinn of $36,500.00 for said purpose on first reading,was <br />adopted. ' <br /> <br />5th - "I submit the attached reports from J.L. Jolliff, Delinquent Tax Collector: <br /> <br />"for October 1953 -- Handed to attorney 27 lots to be Sold- taxes amount to <br /> Delinquent Real Estate Taxes collected, in this office amount us $6,388.12. <br /> Delinquent Personal Property taxes collected amount to $1,400.03 <br /> Mailed 668 notices. <br /> Sold 13 10ts at public auction." <br /> <br />"for November 1953 - <br /> <br />On motion filed. <br /> <br />Handed to attorney 6 10ts to be sold - taxes amounting to $2,586.36 <br />Delinquent ~ReaI Estate taxes collected in this office amounts to $8,503.93. <br />Delinquent Personal Property taxes collected amount to $1,400.03. <br />Mailed 602 delinquent tax notices. <br />Sold S lots and 1 house -at p~blic auction." <br /> <br /> Sth - "I am reporting that I have applied to the Patrick Henry Hospital for the Chronically Ill <br />located at Denbigh, Virginia, for membership in the Hospital in accordance with your instructions at a previous <br />Council meeting. As soon as I have received information concernin~ the matter and if the application is acted <br />cipation."up°n favorably, I will then submi~ a reqnes~ for an appropriation, which will cover the cost of the city's patti- <br /> On motion filed. <br /> <br /> ~ ?th - "I submit the at~ached petition and recommend that the name of Gosport Road from its inter- <br /> section with Green St. to its intersection with Third St. be named NaVal Place and street name signs be placed <br /> cordingly. If this requires an ordinance, I recommend that such an ordinance be pl~c'ed on its first reading. <br /> <br /> This report is being submitted by the Committee composed of the City Engineer, Postmaster <br />and City Manager to which the matter was referred at ~ p evmous meetxng. <br /> <br /> Motion of Mr. Heward to refer-back to the City Manager for a report, was adopted. <br /> <br /> 8th - "I submit the attached report on Audit of Civil and Police Cou~t and Juvenile and Domestic <br />Relations Court of the City of Portsmouth for the fiscal year ending June 30th, 1952 and June 30th, 1953,- submit- <br />ted by J.
