B~er, <br />~hre~ ~rs of the City Cou~iI, ~ ~cord~ce with Secti~ 2~ o~ the Code o~ <br />~he City o~ Port~outh, Virginia 951. <br /> <br />adopted. <br /> <br /> The following report from the City Manager was read: <br /> <br />55-1 "I recommend that the tax levy on real estat~e, tangible Personal proPerty <br />and m~chinery and tools, within the li~aits of the City of Portsmouth, Virgi nia, for <br />the year beginning January 1st, 1955, be not increased above the levy for the year <br />ending December 31st, 1954. <br /> I recommend that the classification of tangibl~ personal property be the <br />same as sel forth in the ¥irginia Code. <br /> I reco~nnend that the classifications for machinery and tools be the same <br />as set forth in the Virginia Code. <br /> <br /> I recommend that the license ordinance on gross receipts be amended to <br />d~ce the maximU~gross receipts for the minimum fee, from $20,000.00 to $5,000.00. <br /> I estimate that if the above recommendations are put into effect, the revenue <br />will ~w~rease as follows: <br /> Tangible proper~y $235,000.00 <br /> License Tax 40,000.00 <br /> 275,000.00." <br /> <br /> Motion ofMr. Lawrence to suspend the rules ~o hear from anyone who wished to speak, was <br /> <br /> Mr. ~app, Superintendent of Schools, zpoke, sZating the reasons the School Board would <br />need ~dditio~l. ~ in the next year's budget. <br /> <br /> The following people spoke in reference to real estate and pe~sonsl property tax: <br /> <br /> Clifton Bloom, George Walker, Walter Taylor~ Frank Doleman, A.C.
