NOTICE Notice is hereby given that this Company has applied te the State Corpora- tion Commission of Virginia for authority to discontinue the Express Agency at Point Norfolk, Virginia. The matter has been docketed for hearing before the Commission in its courtroom at Richmond, Virginia at 10:00 o'clock, A.M., on February 2Ist, 1955. All parties interested in the maintenance of the Express Agency should appear before the ~ommission and submit such testimony as they may desire. This Notice is given in accordance with the requirements of the Commission. RAILWAY EXPRESS AGENCY, INC." Motion of Mr. Howard that the City Manager be authorized to appear before the State Corporation Commission if any opposition develops on this matter, was adopted. BUSINESS 55-29 - The following letter from the C~erk of Nerfolk County Supervisors was read: "The Norfolk County Board of Supe~risors at its last mee±ing held on February 8th, 19§5, passed the inclosed resolution, which, in effect, directs me as Clerk to the Bosrd to make the following inquiries of the City Council of the City of Portsmouth: First, why the water rates, which ~nder contract should not have been raise~ more than 50% were in some i~stances, it is claimed, raised as high as 30~? And, they would like a fulI explanation of the rede, and what the rate is based on. Second, the Council was sent a copy of a resolution of Januaryllth, 1955, in which the Board directed the City he requested to give the Board of Supervisors of Norfolk CoUnty some reason for the lack of water supply in the Western Branch area, and that the City be asked if something could not be done to remedy the situation. They noted that ~ft~me wm~er pressure across the Western Branch of the Elizabeth giver is so low that it is i~pessihle to effectively use the fire fighting equipment, ~ that ~he County is paying rental on numbers and numbers o£ fire plugs in that area, which are actually of ne Value to them because of the Isck of water pressure. And further, to inquirewhether or net the City is contemplatiag doing anythimg to remedy the situation.~ The following letter from the City Manager was read: "Hon.
