The matter has been docketed for hearing before <br />the Commission in its courtroom at Richmond, Virginia at 10:00 o'clock, A.M., <br />on February 2Ist, 1955. <br />All parties interested in the maintenance of the Express Agency should appear <br />before the ~ommission and submit such testimony as they may desire. <br />This Notice is given in accordance with the requirements of the Commission. <br /> <br />RAILWAY EXPRESS AGENCY, INC." <br /> <br /> Motion of Mr. Howard that the City Manager be authorized to appear before the State <br />Corporation Commission if any opposition develops on this matter, was adopted. <br /> <br />BUSINESS <br /> <br />55-29 - The following letter from the C~erk of Nerfolk County Supervisors was read: <br /> <br />"The Norfolk County Board of Supe~risors at its last mee±ing held on <br />February 8th, 19§5, passed the inclosed resolution, which, in effect, <br />directs me as Clerk to the Bosrd to make the following inquiries of the <br />City Council of the City of Portsmouth: <br /> First, why the water rates, which ~nder contract should not have been <br />raise~ more than 50% were in some i~stances, it is claimed, raised as <br />high as 30~? <br /> And, they would like a fulI explanation of the rede, and what the rate <br />is based on. <br /> Second, the Council was sent a copy of a resolution of Januaryllth, 1955, <br />in which the Board directed the City he requested to give the Board of <br />Supervisors of Norfolk CoUnty some reason for the lack of water supply in <br />the Western Branch area, and that the City be asked if something could not <br />be done to remedy the situation. They noted that ~ft~me wm~er pressure across <br />the Western Branch of the Elizabeth giver is so low that it is i~pessihle <br />to effectively use the fire fighting equipment, ~ that ~he County is paying <br />rental on numbers and numbers o£ fire plugs in that area, which are actually <br />of ne Value to them because of the Isck of water pressure. And further, to <br />inquirewhether or net the City is contemplatiag doing anythimg to remedy <br /> the situation.~ <br /> <br />The following letter from the City Manager was read: <br /> <br />"Hon.
