The strategic plan for Hampton Roads is the Plan 2007.
' The Vision and Goal Statement of the Plan are attached.

· The funds are distributed among eligible regions based on a region's population
as a percentage of the population of all eligible regions. A formula for distribution
of fundS within the region must be agreed uPon by the regional partnership and
then-endorsed by resolution bY the governing body of each participating
jurisdiction. The agreed formula pr°vides that the Hampton Roads Partnership
will be the organization to receive all the funds for 1997.
