Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />- CITY MANAGER'S REPORT - <br /> <br />97-158- <br /> <br />Adoption of a resolution authorizing the Hampton Roads Partnership to <br />carry out the provisions of the Regional Competitiveness Program and <br />approving the fund distribution. <br /> <br />Recommendation: <br /> <br /> AdoPtion of a resolution authorizing the Hampton Roads Partnership to carry out <br /> the provisions of the Regional Competitiveness Program and approving the fund <br /> diStribution methodology. <br /> <br />Pur ose and Need: <br /> <br /> The Virginia General Assembly has authorized the distribution of $6,000,000 to <br /> regions throughout the State as a monetary incentive for communities to <br /> undertake new levels of regional activity to encourage cities, counties and towns <br /> to work together for their mutual benefit. <br /> <br />· In order to-qualify for funding, regions must form partnerships which represent <br /> Iodal government, the private sector, secondary and higher education, and civic <br /> organizations: The Hampton Roads Partnership, Which includes Norfolk, Virginia <br /> Beach, Portsmouth, Chesapeake, Suffolk, Newport News, Hampton, Franklin, <br /> Poquoson and Williamsburg, and the counties of GlouCester, Isle of Wight, James <br /> City, SouthamPton, and YOrk, fulfills that requirement. <br /> <br />· 'Another requirement is that each regional partnership must submit a strategic <br /> plan that outlines its vision for the regiOn's future, identifies key issues affecting <br /> economic competitiveness, and supports regional cooperative activities that <br /> address those concerns. The strategic plan for Hampton Roads is the Plan 2007. <br /> ' The Vision and Goal Statement of the Plan are attached. <br /> <br />· The funds are distributed among eligible regions based on a region's population <br /> as a percentage of the population of all eligible regions. A formula for distribution <br /> of fundS within the region must be agreed uPon by the regional partnership and <br /> then-endorsed by resolution bY the governing body of each participating <br /> jurisdiction. The agreed formula pr°vides that the Hampton Roads Partnership <br /> will be the organization to receive all the funds for 1997. <br /> <br /> <br />
