BE IT RESOLVED bythe Council of the City of Portsmouth, Virginia that the City Manager be, and he hereby is, authorized to convey a parcei of land in Portcentre Commerce Park, being Parcel 3A-1 as shown on that certain plat entitled: "Minor Subdivision of Parcels 3A and 3B Portcentre Commerce Park (M. B. 16, P. 31 & 32) Portsmouth, Virginia", dated May 1, 1997, prepared by Rouse-Sidne Associates, Ltd., Surveyors and Mapping Consultants. BE IT FURTHER RESOLVED that the City Manager be, and he hereby is authorized to execute such further documents as may be necessary to the conveyance of the aforementioned property, and its subsequent development." Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley Nays: None - NEW BUSINESS - 97- 160 - Boards and Commissions There were no appointments. 97 - 161 - Items Submitted by Council Members Councilman Martin suggested that staff contact the bond attorney witt~ improved financial status for rating review. Councilman Berm reflected on the Airline Corridor meeting held at Woodrow Wilson High School and stressed the importance of gaining the confidence of the area residents. Councilman Pitts reflected on the success of the Sister City visit to Portsmouth, England by the Portsmouth, Virginia delegation. 97 - 162 - Non-Agenda Speakers 1. Helen Person, 1314 Green Street, spoke on the contaminated housing units found in Washington Park. 2. J. Brewer Moore, 308 Bobby Jones Drive, spoke on the importance of the libraries. Motion by Mr. Robinett, and seconded by Mr. Griffin, to suspend the rules of order to allow for one additional speaker, and was adopted by unanimous vote. 3. Chvonne Richardson, 1447 Green Street, spoke on the unfair treatment of, and lack of communication to, the relocated residents of Washington Park. Motion by Mr. Martin, and seconded by Mr. Clemons, to go into Executive Session pursuant to provisions of Section 2.1-344 of the Code of Virginia for the following: (1) The disposition of publicly held property, as permitted by Subsection (A)(3). The motion was adopted by unanimous vote. Motion of Mr. Berm, and Seconded by Mr. Martin, pursuant to Section 2.1~ 344.1 of the Code of Virginia certifying that to the best of the Council member's knowledge during the immediately preceding Executive Session of the City Council: (1) Only public business matters lawfully exempted from open meeting requirements bY the Virginia Freedom ,of Information Act, and
