55-92 - "I submit the attached letter from Kings Daughters Hospital.
A joint meeting was held as requested by the Beard of Directors in the attached let-
ter at which time the question ef hospitalization of the medically indigent was discussed at length.
I macro a rece~en~ati~n te the' City Cou3acil on March la, 1955 which you will mbserve
from the letter was not acceptable to the Beard of Directors 'of the Eospital. Since the joint meeting ef the mem-
bers of the Council ~ud the members ef t~e-Beai~l'~eT I~il~ecters of the King~ Da~ghte-rs Btospital, I have made a fur-
thor study of the e~mditien that exists with particular reference to the emergency room servibe and to the audited
cost as reported by Frederick B. Kill and Company, Certified Public Accountants, for the calendar year ending De-
cember Slat, 1954.
Due- to the increase in population since the original agreement was entered into
whereby the City agreed tc pay $3~75 per emergency case and was later determiz~ to amount reS10,000.00 a~nually,
the case toad has increased considerably in the emergency room, and D-am of the opinion that the new Beard of Di-
rectors will make every e£fert ts reduce the cos~ of Qperation as much as it is possible to do so and that it will
require several months of opara~ion before results can -be Sh~.
For the abe¥c reasons, I am recommending that the amount appropriated for emergency
treatment ~f patients he increased from $I0,000.00 per annam to $13,~00.00 for the calendar year begi~in~ Jasn-
ary lst~ 1955, and ending December 31st, 1955. By referring to our budget, yen will observe that $5,006.00
appropriated ~er the ese of the City ~orgk~ and that under my previews recommendation, the amount was reduced te
$~,000.00 annually, leavingthe balance ~f the appropriati~ for cur fiscal year in t3ae sum of $1,500.00, w~Ac~ can
revert to the increase in the emergency room and would reunite culy an. a~ditional ~pprcpriation ef $1,50~.60 to
ex~end the appropriation to December 31st~ 1955,. at ich time it is recommended tl~t a restudy be made o~ the en-
tire hospitalization program so far as the City of P~r~temo~th participation i~ eonce~ned.
You will als~ ~bservc tha~ the hospital has approved the naming of a representative
of the City Council on the B~ard of Directors. It would he in order for the' C~3a%cii te recommend somemAe tc the
Board."

N~tion of Mr. Hawks te refer back to the City Manager, was adopted.

55-93 - "I am reporting that it is necessary to occasionally pravide additional h~spitaliza--
tion for our patients at Pat~ick Henry Hospital. The ~iverside Hospi. tal in Ne~rpert News, ~irgi~uka, has a rate of
$16.68 per day per patient. This is the nearest hospital, te Patrick Henry where services are availahle. The
ter~ative would be to return such patients as require this type si hospitalization to the Kings Daughters for
treatment.~nder the circumstances, I recommend that a contract be entered into with Riverside Hospital ~md of
course it will be left optional with' the certifyi~g'!~lh~rii-y whether they are to be hospitalized a~ Riverside
or Kings Daughters Hospital."
~etion of I~r. Grimes to r~Tcr back to the City Nsnager was adopted.
