April 26th, 1955. <br /> <br />- UNFINISHED BUSINESS - <br /> <br />taken up: <br /> <br />55-78 - <br /> <br />The following matters, deterred from last meeting, were taken up: <br /> <br />The following letter fr~m the City ~an&g~r, lald on t~e table at last meeting, was <br /> <br /> "I submit the sttache~ Building Program adopted by the Portsmouth School Board on <br />March 4th, 1955, and recommend that the pre. ram be approved ~s to the school site and buildings I~cated thereon <br />and that the City Council provide ad~kiti~mal f~nd~ needed for the construction of said b~ildin~s over and above <br />the amount that may be received frem Federal @evernment allotments, State of Virginia appropriations, the Utility <br />Tax fund or any other source of revenue available, by issuing General Improvement Bonds, if found necessary." <br /> <br />Notion of Mr. Howard te~y on the table until th~ next meeting was adopted. <br /> <br />Mr. Smith voting <br /> <br /> 55-79-- The following letter fr~m the City Manager, laid on the table at last meeting, was <br />taken up: <br /> "I submit the attached request and report en ~he PortSmouth Cab Company by J.N.White <br />an~ James F. Wilkins, Blue Bird Taxi C~mpany. I concur in the' recommendation submitted by W.T. Bre~n, ~)ur Taxi <br />Supervisor, in collaboration with Chief of Police L C ~arren. <br /> I would propose to move the four taxi meters fr~m High street west of Court r~ High <br />Street emst of Crawf~rd and install as many additional meters as spaces not required by taxicabs in that general <br />looatisn. <br /> This recommendation is made sub~ect to the sppI~wal ~f the Council as provided <br />by the City Code of 1951." <br /> <br />T~eCity ~anager req~este~ that his recommendation be ckan~ed ~o read: <br /> <br />"On the~as~ aide of Dinwiddie St., south e£ High St.TM <br /> <br /> M~tion of Mr. Sturtavmnt te concur in the retention ef the City Manager was <br /> <br />adopted. <br /> <br /> 55-9I - An appropriation of $64,~00.00 from Water Funds ~e clean and reline 16,000 feet of <br />~ater mains, pieced (m first reading at l~t meeting, was taken up. <br /> <br />the f~llowingv~te: <br /> <br />Motion of Mr. Bili~oly to apprepriate ~6~,000.00 for said purpose was zdepted and h~ <br /> <br />Ayes: Baksr. Bilisoly, Duke, Hawks, ~ow~rd, Lawrence. Smith, <br /> Sturtevaat <br /> <br />- NEW BUSINESS - <br /> <br />The following letter from the City Attornsy was read: <br /> <br /> 55-109 - "I z~mmend thai tko refund ef $43.75 repuested by ~T~ MeRainey f~r taxes often- <br /> paid by him for 1954 ~n an automobile, be refunded. The. attached l~tter of L. E. Turiingt~, C~mmissioner <br />theRevenue~ explains the matter/' <br /> <br />Motion of Nr~ Sturtevant that the refund De granted, was adopted. <br /> <br />The fellowing letter from James N. Pickrell wa~ read: <br /> <br /> 55-110 - "Recently Flo~d T. Bristew,., 3605 Old Suffolk Blvd., Portsmouth, r~quested pe~ss~n~ <br /> City ~na'~r I.G.V~s to l~a~e o~ or mo~ trailers. ~ a I~t ~n%~g ~m ~rI~e ~pike.
