Bilisoly, Jr., George L. Grimes, R.E. Hawks, <br />J. N. Howard, E. W. Lawrence, R. Irvine Smith, Pestle J; Wilson, I.G.Vass, <br />City Manager, and R.C. Barclay,City Attorney. <br /> <br />Minutes of regular meeting held on May 24th, 1955 were read and approved. <br /> <br />55-145- <br /> <br />The following Notice of Zoning:Changes was read: <br /> <br />"Pursuant to the provisions of:the Zoning Ordinance, aotice is hereby given <br />that a public hearing will he held at 7:30 P.M., on Tuesday, June 14th, 1955, <br />in the Council Chamber, Municipal Building, Portsmouth, Virginia, for the pur- <br />pose of altering zones and reclassifying the following property: <br /> 1. J. A. Schofield to rezone beginning at the east property line <br /> of J.A. Schofield (approximately 525 feet west of Airline Blvd.) <br /> and fronting 150 feet on the south side of Suffolk Boulevard by <br /> 190 feet deep from "C Two Family Dwelling District to "~' Com - <br /> mercial District. <br /> 2. City of Portsmeuth to rezone a tract of land at 7th and Edwards <br /> Streets, beginning at the southwest corner of Yth and Edwards <br /> Streets, then south 242 feet on 7th Street, then west 12S.S feet on <br /> Madison Street then north 242 feet then east 139.8 feet on Edwards <br /> Street To the beginning, from "C" Two Family Dwelling District to <br /> "~' Commercial District." <br /> <br />"At the ~lanning Commission meeting held on May 5th, 1955, the following peti- <br />tions for amendments to the Zoning Ordinance were considered and subsequent <br />recommendations are submitted for your approval: <br /> 1. J.A. Schofield to rezone 4237 Suffolk Blvd., beginning 525 feet west <br /> from Airline Blvd., fronting 500 feet on the south side of Suffolk <br /> Blvd., by 190 feet deep, from "C" TWO-FAMILY DWELLING district to <br /> "~' CONL~ERCIAL district. <br /> The Planning Commission recommends rezoning to "~' CO~D~ERCIAL <br /> district the eastern part of-the above property, beginning at the <br /> east property line of J. A. Schofield (approximately 525 feet west <br /> of Airline Blvd.) and fronting 150 feet on the south side of Suf- <br /> folk Blvd., by 190 feet deep. The Planning Commission recommends <br /> that the remainder of the above property be retained in the "C" <br /> TWO-FAMILY DWELLING district. <br /> 2. City of Portsmouth to rezone a tract of land au 7th and Edwards <br /> Streets, beginning at the southwest corner of 7th and Edwards Streets, <br /> then south 242 feet on 7th Street, then west 128.6 feet on Madison <br /> Street, then north 242 feet, then east 139.8 feet on Edwards Street <br /> to the beginning from "~' TWO-FAMILYDWELLING district to "~' CONAMERCIAL <br /> district. <br /> Approval recommended." <br /> <br /> Motion of Mr. Baker to concur in the recommendation of the Planning Commission, in the <br />application of J. H. Schofield, was adopted. <br /> <br /> Motion of Mr. Warren to concur in the recommendation of the Planning Commission, in the <br />application of the City of Portsmouth, was adopted. <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 55-145 - "For several years the Department of Public Works has used a section of t~e City known <br />Ss the McLean Lake and an additional area sUrrounding the Truxton School for dumping rubbish. The City uses . <br />every precaution to prevent this rubbish becoming ignited, which causes smoke, soot and ashes to annoy the resz-~ <br />dents surrounding the area, but it has been impossible for the City to control the individuals who haul rubbish <br />and garbage and dump it on this ground. <br /> The City owns a considerable size ~ract o~ land lying between the Atlantic and Danvill~ <br />Randolph St. Siding and the Seaboard Airline Railroad tracks that can be used in a satisfactory marmer for a land <br />fill. This is the same property that has been requested te be placed on the market for sale. <br /> Since the City has no other available properny suitable for land fill, I recommend <br />that the City use this tract of land as a land fill so long as it is suitable for that purpose and in so doing it <br />will provide a location for dumping rubbish at less expense to the City due to a shorter haul and will also enabl, <br />the City ~o fill the area and raise the elevation above that which now exists and will make the tract or parcel <br />of land more valuable and desirable for use in the future. <br /> If it is the pleasure of the Council that I use this tract of land as a land fill, I <br />propose to begin immediately to put ii into condition for use for this purpose. I recommend its use for purposes <br />outlined above." <br /> <br />adopted. <br /> <br />Motion of Mr. Grimes that a committee be appointed to investigate this matter,was <br /> <br /> The Chair appointed the following committee: Messrs. Grimes, Lawrence, Howard and <br /> Bilisoly. <br /> <br /> 55-147 - "I submit the attached letter from T.J. Crooks, Director, Real Estate Division,Distric~ <br />Public Works Office, Fifth Naval District, Department of the Navy, and recommend that the City Manager be autho- <br />rized and directed to execute the release for and on behalf of the City of Portsmouth, Vzrglnza. <br /> <br />was adopted. <br /> <br />55-148 - <br /> <br />Motion of Mr. Howard that the proper city officials be authorized to sign the release <br />"i submit the attached letter for your consideration." <br /> <br /> <br />
