<br />At a regular~meeting of the City council, held on February 28th, 1956, there were prcsent:l
<br />
<br />Fred A Duke, B. W. Baker, Frank N. Bilisoly, Jr., George L. Grimes, R.E. Hawks,
<br />E. W.Lawrenee, E. R. Sturtevant, C. E. Warren, Pearle J. Wilson, I.G.Vass, City
<br />~ianager, and R.C. Barclay, City-Atterney.

<br />N~inutes of previous meeting were read and approved.
<br />
<br /> 56-58 - The following letter from the PIa~ning Commission was read:
<br />
<br /> "At a meeting on February 20, 1956, the Planning Commission took action on S~ve~lmatger$.
<br />The following recommendations are submitted for your consideration:
<br />
<br /> I. It is recommended that portions of Brighton St. cast of Waahi~gton St. be
<br /> vacated as follows: that section lying between Washington St. and Sixth St., and
<br /> that s~ction extending east from Sixth St. approximately 120 feet in length. These
<br /> segments of Brighton St. have never been opened. They can serve no practical use
<br /> and until they are vacated, the developing of abetting property is hampered. A map
<br /> showing existing street platting is attached hereto.
<br /> 2. The Planning Commission has received a letter from p H Boyette, Jr., re -
<br /> q~esting that that portion of Fauquier St., between Airline Blvd. and Sou~h St. be
<br /> closed and vacated. The Planning Commission reco~n~ends that this request be denied.
<br /> 3. It is recommended that that parZ of ~enry St. situated between Green St.
<br />and Wa~shington St. be vacated subject to the dedication by the owner of the abutting
<br />property of a strip of land 20 feet wide o~ the. south side of Randolph St., extending
<br />frem6reen St. east to WaShington St.
<br /> 4. The Planning Commission has reviewed the proposed subdivision of Douglas
<br />Park which was submitted to the City by the Public'Housing Administration. Approval
<br />of this subdivision plat is recommended subject to ag~mement bel~ee~the Housing
<br />Committee of City Council,City ~anager, Director Of Public Works, and Planning Di -
<br />rector on matters pertaining to drainage, the future effect 6n this properzy of a
<br />housing occupancy code, and considerations of re-locating the south end of Rodman
<br />Avenue so that it may be extended through into Alexander Park at a future date."
<br />
<br /> Motion of Nr. Warren that on recommendation #1 of the Planning Commission the following
<br />ordinance be placed on first reading, was adopted:
<br />
<br />"AN ORDINANCE TO CLOSE A PORTION OF BRIGHTON STREEt'
<br />
<br />was adopted'.
<br />
<br />Motion of NLr. Baker to co, cur in.the recommendation of the Planning Commission on Item #2
<br />
<br /> Motion of Nr. Warren to lay on the table until next meeting the recommendation of the Plan l-
<br />ning Commission on Item #3, was adopted.
<br /> Motion of Mr. Baker to refer to the Housing ~ommittee Item#4 of the Pla~n~ing Commission'!
<br />recommendation was adopted.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 56-59 - "I am submitting the attached letter and petition concerning the proposed Preedy
<br />farm site to be used as a negro cemetery."
<br />
<br />On motion filed,
<br />
<br /> 56-60 - "I submit the relic.wing letter from A.E. Parker and recommend that the sam of
<br />$20.00 be refunded to Cecil W.
<br />
<br /> 'On February 15~ Cecil W Johnson applied for and was issued license #2218
<br /> as an attorney, and paid $50.00. Nr. Johnson did not know, or tell the
<br /> c~erk that this was his fimst license ~hich should have been $30.00 in -
<br /> stead of $50.00. Please authorize ~ check for $20,00 as a refund on
<br /> this license.'"
<br />
<br />Motion of ~ir. Lawrencethat refund be granted, was adopted.
<br />
<br /> 56-61 - "At a previous meeting of Council the question of disposition of the present
<br />Armory property, if a new Armory, is constructed, was referred to me. I have discussed this matter with General
<br />Crump, State Adjutant General, and he informs me thaz so far as he knows there has not been a similar case in
<br />Virginia and that it will he necessary ~o work out an agreement with the Attorney General and the Governor of
<br />the State through his office and that of the City Council, to determine the equitable disposition of the property,'
<br />
<br /> Motion of Mr. Bilisoly that the City Manager arrange a meeting with General Crump to meet
<br />with the Armory Committee, was adopted.
<br />
<br /> 56-62 - "I am reporting that a new Judge has been appointed to serve with Judge Kellam
<br />in the Circuit Court and in order to.~qualize their salaries it is necessary for the City to supplement the sal -
<br />ary of the State. I therefore recommend that am appropriation in the sum of $1,~37.50 be placed on first reading
<br />for the purpose of supplementing Judge ~acKenzie's salary to June 30th, 1956, the end of our fiscal year."
<br />
<br /> Motion of Mr. Bilisoly to place an appropriation of $1~g37.50 for said p~rpose un first
<br /> reading, was adopted.
<br />
<br /> ~6-6~ - "I have been informed by Frank D. Lawrence that he will not be interested in
<br />leasing the City Stadiu~t for baseball games this year. I recommend that Article III Section 23-7 through Section
<br />23-25 of the City Code, be mmended."
