<br /> At a regular meeting of the City Council held on June 12th, 1956, there were present:

<br /> Minutes of pre~ious meeting were read and approved.
<br /> 56-172 - Motion of Mr. Bilisoly to suspend the rules to hear from A.L.Cherry, repre - I
<br />senti~g the Chamb~ 6f commerce, was adopted.
<br /> Mr. Cherry stated that representatives of the Chamber of Commerce were present to pre-
<br />sent their request for a $25,000.00 apRropria±ion for advertising purposes, but suggested that this matter be
<br />held over until the next meeting of thg City Council.
<br /> Motion of Mr. Smith To lay this matter on the table until the next regular meeting,was ~
<br />adopted.
<br /> Mr. Paul Kube spoke requesting the Council to take action on the Fire and Police Depart-!
<br />merit proposed pension plan.
<br />
<br /> ~ Motion of Mr. Hawks that the Council call a conference on this matter at 3:30 P.M.,. on
<br />Tuesday, June 19th, 1956, was adopted.

<br /> The following re~orts from the City Manager were read:

<br /> ~6-174 - "In accordance with the resolution adopted on May 21, 1956, I offered for
<br /> sale, at public auction, for cash, in front of the Court House in the Coty of Por-tsmouth, at 1~ o'clock M., on
<br /> Tuesday, June 12, 1956, after first giving ten days' notice of the time, place and terms of sale by advertise-
<br /> ment in the Portsmouth Times, a daily newspaper, the parcel of land on the north side of North Street in the
<br /> City of Portsmouth, Virginia, known as lots numbers 91 and 92 and two and one-half '(2½) feet of lot number 90
<br /> on the plat of Sykes-Wilder's Addition to West Park ¥iew. ~rs. Anna O'~alley Owens became the purchaser of the
<br /> ~roperty, she being the highest bidder for the su~ of Twelve Hundred Dollars. I recommend that the sale be
<br /> confirmed and ~hat the proper officers of the City be kuthorized to execute s deed for the property. Mfs.Owens
<br /> had previously attempted zo buy a parcel of land on First Ave.% adjokning the Oak Grove Cemetery, but it was
<br /> ~ound that the land had 'seen filled and was not suitable for building ps,poses and the sale was cancelled."
<br /> Motion d Mr. Howard to approve the sale of this property and that the proper city offi-
<br /> cials be authorized to sign the deed, was adopted. ~

<br /> 56-115 - "I submit the request of Eugene E. Donnelly, former member of the Police De -
<br /> partment, for a refund of the funds he contributed into the Retirement Fund.
<br /> I recommend %~at t~e sum of $33.49 he paid to Mr. Donnelly."

<br />~otion of ~r. Smith that refund be granted~ was adopted.

<br />"Since my meetmng with you at which we.diseussed the possibility o~
<br /> acquiring space in which to establish a temporary Toxicological laboratory
<br /> to serve this area in conjunction with that now operated by the office of
<br /> the Chief Medical Examiner, it appears that such space can be obtained in
<br /> the Clinic Building located at London and Green Sts., in our City.
<br /> This has been studied by Dr. L.H. Denny and myself and Dr. Denny has ap -
<br /> proved the establishment of such a facility. It should, be of no expense to
<br /> the City as it is to be operated on Sta~e funds and we have the necessary
<br /> equipment and materials to start functioning by July l, 1956. A registered
<br /> toxicologist is ~o be employed for this work, being a State employee.
<br /> It is respectfully requested that you ask the approval of the Honorable
<br /> Council to allow The establishment GT the s~d facility at the above
<br /> mentioned location. Thanking you for your asszstance in this matter."

<br />Motion of Mr. Wilson to concur in the request of Dr. C.C. Barclay, was adopted.
<br />
<br /> 56-177 - "The question of the City of Portsmouth's participation in the Tidewater De-
<br />velopment Council was referred to the City Attorney and City Manager to investigate how the City-s share could be
<br />financed. It has been ascertained that the City's share would be $12,005.85 annually. I recommend that the
<br />amount of $12,005.85 be placed on its firsi reading and that funds be charged against the rev~_a~e of the Water
<br />department."
<br /> Motion of Mr. Bilisoly to place an appropriation of $12,095.85 for said purpose, on
<br />first reading, was adopted.
<br />
<br /> 56~178 - "At a previous Council meeting, yon instructed me to attend the State Tax StuSy
<br />Commission hearing in Norfolk. I am attaching my repo .

<br /> 56-179 - "I submit the attached ordinance providing for the Budget receipts and eE -
<br />penses for the year beginning July l, 1956, and recommend that it be placed on first reading."
<br />
<br />Motion of Mr. Howard ~o place the following ordinance on first reading, was adopted:
<br />
<br />"AN ORDINANCE PROVIDING FOR THE BUDGET RECEIPTS AND E~I~E~SES FOR THE
<br />CITY OF PORTSMOUTH, VIRGINIA, FOR THE YEAR BEGINNING J~L~ lst! 1956."
