No rule of the Council shall be suspended withoui the concarrence of two-thirds of <br /> its members elected. <br /> Section I4. No ordinunce or resolution appropriating money exceeding the sum of One Hundred Del <br /> lars shall be passed e~cept by a recorded affirmative vo~e of a majority o£ all the mem30ers elected to the Council,' <br /> nor shall any ordinance or resolution appropriating money exceeding the sum 'of One Thousand Dollars, imposing taxes <br /> or a~thorizing the borrowing of money, be passed on the day o~ its introduction; nor shall amy such or~uce or <br /> resolution he valid unless ~t least ~hree days intervene between its introduction and passage and provided further <br /> that no special appropriation no~' provided ~or in the annual budget shal~ be passed excep~ by a vote of B/S o£ the <br /> members elected to the City Council. <br /> Section- 15. When m member r~ses ~o speak, he shall respectfully address '~Nr. President" <br /> in his ~laee and facing th~ ~resident, he shall confine himself strictly ~o th~ question before the Council, and <br /> when he has f~nished he shall sit down. <br /> When two or ~ore members rise at the same time, the President shall name the person <br /> ~o speak, but in all cases, the member who shall firs~ rise and address the Chair shall speak first. <br />Section I6. After a member has been entered on the minutes as present a~ any meeting, he shall <br />*not l withoat leave of the body, absent himself from ~uch maeting for a longer period than ten minutes, until adjoura- <br /> ment~. <br /> Section lT. At the request of any member present, the ayes and ~ays on any question shall be <br /> recorded. <br /> <br /> SERC~EA~T AT AR~S <br /> <br /> Section 18. The Chief of Police shall act a~ Sergeant -az-Arms; he shall attend upon the Council1 <br />during its sittings and shall execute its commands, together with such process issued by thei r authority, as shall, <br />be directed to him by the President of the Council, have charge of the Council Chamber ~d shall prevent any inter-I <br />~ption of the business of the Council by disorder within or without. <br /> Section 19~ There shall he no standing Committees of the City Council, but the Council may meet <br />in a committee of the ~fhole whenever it i~ .deemed desirable so to do, und the Presiden~ may from time to time ap - <br />point such Special Committees as thought necessary, to whom may he ~eferred such m~tters as may be prope~, which <br />shall conside~ the same and report thei r findings back ~o the City Council. <br /> The Committee of the Whole shall require a majority of the members ~o ~onstit~te <br />a quorum. <br /> <br /> Section 20. All requests ~o address the Council may be suspended by avoze of two-thirds of the <br />members elected to the Council.
