On motion of Nr. Hinton, Said ordinance was placed on first reading. <br /> <br /> 56-292 - The following letter from the Comm~i;ssioner df Revenue was road: <br /> <br /> "Please be advised that Robert E. Leitner was assessed for tangible personal property <br /> valued at $1,300.00 with taxes amounting to $35.~8. The assessment in qaestion pertains to an automobile. Our <br /> investigation shows that car was no.t ov~led by him on J~umuary 1, 1955. The tzuxpayer has paid the above tax as <br /> shown by his receipted tax hill #9326 and as this is definitely an erroneous assessment, we sincersly request <br /> that a ref~Lud in the amount of $35.75 be made to the taxpayer." <br /> <br /> Motion of Mr. Scott that refund be granted was. adopted. <br /> <br /> 56-293 - The following letters from the Chamber of Commerce, Retail Merchants Association and <br />National Federatio~ of Post Office Clerks were~ read: <br /> <br /> "The Hoard of Directors of hhe Portsmouth Chamber of Commerce, upon reeommendntion <br />of the Executive Committee, unanimously approved a site for the location of the Federal B~ilding, after the tele- <br />gram had been rec~i~ed frcm Senator Harry Flood Byrd stating: <br /> <br /> ' President approved Portsmouth Post Office project <br /> <br /> The inclosed °is a copy ~cf the resolution approved at the meeting on September 1Sth : <br /> <br /> Resolution "~ <br /> - Wheres~, the Cify of PoITt~me~th has been approved by the Federal Government for the <br /> location of a new Federal Building, <br /> Whereas, there is a dire nBed to develop and promote certain local waterfront property, <br /> Prinqipally t~e properfy bounded on the South by High St. and on the West by Crawford <br /> St., and <br /> Whereas, we are located in a war area and subject to extreme gyrational employment, at <br /> times adversely affecting our economy, as well as at times enjoying abno~mal Prosperity, <br /> and <br /> Whereas, the United States Coast Guard is interested in acquiring room in the proposed <br /> Federal Bnilding amd definitely de~ire a downtGwn location, and <br /> Whereas, serions consideration has been given by the City of Portsmouth to the location <br /> and°f a Municipal Building at the waterfront to assist in beautifying this blighted area, <br /> Whereas, the Federal Building will add materially to such a promotion, now, therefore <br /> be it <br /> Resolved, that the Board of 'Diroctore of the Port~mouth Chamber of Commerce approve the <br /> loca~cion fo~ the new Federal Building to be constructed in l%a~tsmonth at a cost of ap - <br /> proximately $3,575,000.00 in the block of High St. on the north side." <br /> <br /> '~The Board of Directors of~the Portsmouth Virginia Retail Merchants Association unani- <br /> mously passed tko following resolution ar their regular meeting September 13, 195~. <br /> Resolved, that we express to all 9fficiala involved and all interested parties, our <br /> appreciation and commendations for their efforts in making possible the location of the <br /> new Federal Building in P~rtsmouth, Virginia. <br /> Resolved, that in the opinion of this bod~, <br /> on the no~th side of the 100 block of High St. <br /> Resolved, that copies of this resolution he spread on the minutes of this Association <br /> and sent ~o the followin~ officials: Senator Harry F. Byrd, Senator A. Willis Rebertson, <br /> Congressman Porter Hardy, Jr., the Postmaster General of the United States, officials <br /> of the ~eneraI Services Administration and the City of Portsmouth, Va." <br /> <br /> "At the regular meeting of Local I71, National Federation of Post Office Clerks, held <br /> on September 18, 1956, it was voted unanimously ~o go on record in Supporting the ef - <br /> forts made By all concerned is securing a new Federal B~ilding to house the Pest Office. <br /> It is felt that a new Post Office has long been needed, and the Aocal wi~hes to extend <br /> its fulIest efforts in any way that they may help to make this project a reality. <br /> We realize that there is probably Very little that we eau do, but want you to feel <br /> free to call on us if there is any way at all in which we may help. We appreciate your <br /> efforts and are looking forward to th~ day when we will have a new building in which to <br /> <br /> Motion of Mr. Smith that these letters be acknowledged and filed, was adopted. <br />55--294 - The following letter from Dr. Royal T. Somers was read: <br /> <br />"Asa member of the Daylight Saving Committee of Norfolk, I am writing to ask if agree- <br />able to you and the members of your City CoanciI to grant us the privilege of meeting <br />with you at the earliest date which is convenient.
