<br />The following Notice of-Zoning Changes was read:

<br />58-312 - "Pursuant To the provision~ of the Zoning Ordinance, notice is hereby given
<br /> that a public ~ea~ing will be held at 7:30 P.M., on Tuesday, October 23, 1956, in
<br /> the~Couneil Chamber, Municipal Building~ Portsmouth, Virginia, on the following zoning
<br /> applications:

<br />Charlie Miller to rezone property located on the southeast corner of
<br />Airline Turnpike and Lincoln Street, fronting sixty feet on Airline
<br />Turnpike and approximately one h~ndred feet deep. Application to re-
<br />zone from 'C' Two Family Dwelling District to 'G' Commercial District."

<br />"At a meeting of the Planni~ECommission, on September 19th, 1956 , the following petition
<br />for amendment to the zoning map was acted upon and suibsequent recommendation is submitted for your consideration.
<br /> It:is recommended that the following petition be approved:

<br />Charlie Miller to rezone preperzy located on the southeast corner of Airline
<br />Turnpike and Lincoln Avenue, fronting 80 feet on Airline Turnpike and approx-

<br />Motion of ~ir. Baker to concur in the recommendation of the Planning CommiSsion was adopted.

<br />mittee on drafting a minimum. Housing~Code, in accordance with the Council Conference held on October 22, 1956."

<br /> Motizm of PLr. Baker that the Mayor be authorized to appoint a committee of nine members,
<br />with the City Manager serving as Chairman, ~o d~aft a minim~ houszng code, was adopted.

<br />Motion of Mr. Baker that the ordinance be amended as follows, was adopted:

<br /> "Seotio~ ~-78 - Power of Council: Required Vote on Petition for Change.
<br /> The Council may, from time ~o tim~, on its own F~tion, or on petition,
<br />after public notice and hearing as ~equired by law and after report by the City Plan-
<br />ning Commission, ame.n~, supplement or change the District boundaries or regulations
<br />herein or subsequently established. In case, however, of n pretest against any such
<br />proposed change signed by the owners of twenty, per centum or mor~, either of the a~rea
<br />within the Boundaries of such proposed change or of the area of any lots, or tracts,
<br />.any para, of w/~ich, lies~i~hin th~ehundred feet' of such b~undaries, such change or
<br />mmendmen~ shall no~ become effective except ~y the favorable vote of three-fourths
<br />o.f all the members of the City Council."
