<br />The meeting was opened with prayer by the Rev. Ernest K. Emurian.
<br />Minutes of the previous meeting were read and approved.
<br />
<br />The following reports from the City Manager were read:

<br /> 56-382 - "I submit the attached letter from R.C. Barclay III and concur in his request
<br />and recommend that the heirs of A.E. Hillman, Becky Hillman, Sam Hiilman, WillCam Hillman, Ruby Zaba, and Sophie
<br />Cohen be offered the sum of $250.00 and that Clarence and Ada J. Barnes be off~red the sum of $275.00 and that
<br />P.G. Blanford be offered the sum of $850.00 instead of the amount previously authorized in the sum of $1,231.00,
<br />the Real Estate agent having made an error in calculating the amount and that Pearl K. Bell be offered $2,950.00
<br />for Parcel Number 124 which is requested in connection with the widening and construction of Route 12 'A sometimesl
<br />known as the Hamilton Ave. By-pass."

<br /> Motion of Mr. Weiseman to concur zn the recommendation of the City Manager was adopted.

<br /> 56--383 - "I submit the attached amendment to the Bus Transportation Ordinance and rec -
<br />ommend that it be placed on-first reading."

<br />Motion of Mr. Hinton to place the following ordinance on first reading, was adopted:

<br /> 56-384 "I am reporting that I have conferred with the several agencies in thi s area
<br />concerning advertising inthe special issue of the ~'New York Times' that was presented to you at a previous
<br />meeting. I find that the State Ports Authority and the Tidewater Area Development Council ~re both considering
<br />placing an advertisement in the issue of the 'New York Times' and I therefore do not recommend that the City of
<br />Portsmouthadve~tis~ in the issue referred-to above.!'

<br /> 56-385 - "I have :received the attached lette~ since preparing the agenda and I am of
<br />the opinion that it should be considered at this time since we will not hold another Council meeti4ig until
<br />January 8, 1957. tf it meets with the approval of the Council, I witl proceed ~o read the letter."

<br /> "Pursuant to action taken at a meeting on December 13, 1956, the Planning Commission
<br />recommends~ to City Council that the City purchase lots 33 and 35, wit~ the house thereon, block 'C', at the
<br />northwest corner of Race St. and Camden Ave. As shown on the accompanying map, the City now owns the land
<br />surrounding this house, and the existence of t,he house precludes the full developmen~ of this land for playground
<br />purposes. This recommendation is made mn view of the acknowledged shortage of recreation space in the Prentis
<br />Park area. The purchase and removal of the subject house will permit better development of playground facilities
<br />in co~juncation with Robert E. Lee School. T~s recommendation is made a~ the present time because of the obvious
<br />advantage of acquiring the house while it is still vacant and before repasts are made to it.
<br /> Consideration should also be given to the desirability of closing Race St. between
<br />Atlanta Ave. and Camden Ave. This portion of Race St. divides the Robert E. -Lee playground into two par~s."

<br /> Motion of Mr. Weiseman that the,City Manager. be authorized to offer the owre r $5,000.
<br />for his property, was adopted.

<br /> ~6-386 -- '1 tt is necessary to employ appraisers to completethe staff for the Permanent
<br />Assessor. Mr. Pope has recommended: that we employ four junior appraisers at s salary ranging from $4,800.00 to
<br />$5,500.00 annually and that we- employ one senior appraiser at a salary ranging from $8,000.00 to $6,500.00 an -
<br />nua-lly and theft an allowance in the sam of $50.00 per month be allowed for the use of their personal automobiles.
<br /> I concur in Mr. Pope*s request and recommend that the City Manager be au -
<br />thorized and di.rected~ to employ: the appraisers and mal~e~ an allowance ~or~ the U~e. of private cars and that the
<br />employment of the appraisers be considered in the same category as part time employees provided under Section 10.
