Ju1~997 At a Regular Meeting of the City Council held on Tuesday, July 22, 1997, there were present: Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., James T. Martin, P. Ward Robinett, Jr., J. Thomas Berm III, Ronald W. Massie, City Manager, George M. Willson, Deputy City Attorney. Vice Mayor Clemons opened the meeti.ng with prayer which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion of Mr. Clemons, and seconded by Mr.. Martin, to approve the minutes of a Called Meeting on July 8, 1997; a RegUlar Meeting on July 8, 1997; and was adopted by unanimous vote. 97- 210 - Presentation: · Proclamation presented to Reggie Allen, Gaile Bishop, and Anne Green for "National Night Out." · Presentation of special lapel pins to newly appointed Boards and Commissions members. Councilman Martin requested a Point of Personal Privilege: Councilman Martin complimented the City Manager and his Management Team for the assistance provided on the funeral arrangements for Retbed Fire Chief B. Odell Benton, - Public Hearing - 97- 211 - Public Hearing on code amendments: (a) CA-97-05 CITYWIDE - The City of Portsmouth requests amendment of sections of Chapter 40 (Zoning Ordinance) pertaining to: Specific definitions (40-22); Use tables (Tables 40-43.1-1 and 40-43.1-2); Yard requirements (Table 40-44-2); Requirements for the Board of Zoning Appeals (Sections 40-191 to 198); Off- street parking (Section 40-45); and advertising requirements (Section 40-91.2), (PLANNING COMMISSION RECOMMENDED APPROVAL) 1. Reggie Allen, 1421 Wilcox Avenue, spoke on various parking concerns. 2. Raleigh Harsley, 2124 Peach Street, spoke on various parking concerns. Motion by Mr. Clemons, and seconded by Mr. Robinett, to concur with the recommendation of the Planning Commission that CA-97-05 be approved on first reading, and was adopted by a vote of 6-0. (b) CA-97-06 CITYWIDE - The City of Portsmouth requests amendment of sections of Chapter 33 (Subdivision Ordinance) pertaining to: DefinitiOns (Section 33-2); Street and block layout (Section 33- ' 16); Rights-of-way and easements (Section 33-17); Lots (Section 33-20); and Final subdivision plat (Section 33-75). (PLANNING COMMISSIQN RECOMMENDED APPROVAL) Motion by Mr. Robinett, and seconded by Mr. Martin, to concur with the recommendation of the Planning Commission that CA-97-06 be approved on first reading, and was adopted by a vote of 6-0:
