Ju1~997 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, July 22, 1997, <br />there were present: <br /> <br /> Mayor James W. Holley III, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr., James T. Martin, P. Ward Robinett, Jr., J. Thomas Berm III, Ronald W. <br />Massie, City Manager, George M. Willson, Deputy City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeti.ng with prayer which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion of Mr. Clemons, and seconded by Mr.. Martin, to approve the minutes <br />of a Called Meeting on July 8, 1997; a RegUlar Meeting on July 8, 1997; and was <br />adopted by unanimous vote. <br /> <br />97- 210 - Presentation: <br /> <br />· Proclamation presented to Reggie Allen, Gaile Bishop, and Anne Green for <br /> "National Night Out." <br /> <br />· Presentation of special lapel pins to newly appointed Boards and Commissions <br /> members. <br /> <br />Councilman Martin requested a Point of Personal Privilege: <br /> <br /> Councilman Martin complimented the City Manager and his Management <br />Team for the assistance provided on the funeral arrangements for Retbed Fire Chief <br />B. Odell Benton, <br /> <br />- Public Hearing - <br /> <br />97- 211 - Public Hearing on code amendments: <br /> <br />(a) CA-97-05 <br /> <br />CITYWIDE - The City of Portsmouth requests amendment of <br />sections of Chapter 40 (Zoning Ordinance) pertaining to: <br />Specific definitions (40-22); Use tables (Tables 40-43.1-1 and <br />40-43.1-2); Yard requirements (Table 40-44-2); Requirements <br />for the Board of Zoning Appeals (Sections 40-191 to 198); Off- <br />street parking (Section 40-45); and advertising requirements <br />(Section 40-91.2), (PLANNING COMMISSION <br />RECOMMENDED APPROVAL) <br /> <br />1. Reggie Allen, 1421 Wilcox Avenue, spoke on various parking concerns. <br />2. Raleigh Harsley, 2124 Peach Street, spoke on various parking concerns. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Robinett, to concur with the <br />recommendation of the Planning Commission that CA-97-05 be approved on first <br />reading, and was adopted by a vote of 6-0. <br /> <br />(b) CA-97-06 CITYWIDE - The City of Portsmouth requests amendment of <br /> sections of Chapter 33 (Subdivision Ordinance) pertaining to: <br /> DefinitiOns (Section 33-2); Street and block layout (Section 33- <br /> ' 16); Rights-of-way and easements (Section 33-17); Lots <br /> (Section 33-20); and Final subdivision plat (Section 33-75). <br /> (PLANNING COMMISSIQN RECOMMENDED APPROVAL) <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to concur with the <br />recommendation of the Planning Commission that CA-97-06 be approved on first <br />reading, and was adopted by a vote of 6-0: <br /> <br /> <br />
