<br />Minutes of regular meeting of February 12th, 1957 were read.
<br />
<br />Motion of MrJBaker that the minutes be amended to include the opinion of the
<br />salaries of Councilmen, was adopted.

<br /> The meeting was held at the office of Senator Harry F. Byrd~and in additio2 to

<br /> The project was discussed at length and Mr. Tallamy indicated his interest in the
<br />request and requested that he be furnished maps on ~ larger scale than those exhibited at the hearing. It was
<br />agreed that the Planning Director from Norfolk would supply a map of the Norfolk side of the river and the Plan-
<br />ning Director frc~ Portsmouth would supply a map of the POrtsmouth side. The Portsmouth Committee was given em -
<br />phatic assurance by Mr. Tallamy that the proposed leg of the system, f~om. Bowers~ Hill_ to Portsmouth~ would not ~e
<br />abandoned ~r replaced by ~ny neV mileage thht might be added, but the fmnal decision to be made by the State High-!
<br />way Department.

<br />The following reports from the City Manager were read:

<br /> 57-67 - "It is in order ~o consider the request of William T. Parker to be heard a t thi
<br />time. I recommend that the rules be suspended and that Nr~ Parker be permitted to speak concerning the local tax:

<br />~otion of ~r. 'Smith to suspend the rules to hear from Mr. Parker, representing taxi-cab
<br />
<br />Mr. Parker presented the following:

<br /> "At the request of several of our local cab owners, who have previously discussed with you
<br />the matters hereinafter set forth, you are respectfully requested to arrange for us to appear before the Council
<br />at its next meeting to be held on the 19th of February, zn order that we may submit to you and the'Council, for
<br />your approval, the following changes-in our taxicab ordinance; as you knew, it has been approximately fourteen
<br />years sinqe ~e were permitted an increase in rate, and operating costs at the present time and what they appear
<br />to be in the future, make it very difficult for us to break even on our operations. We are requesting the fol -
<br />lowing: for the first 1/3 ~ile, 35 ~; each additiona~ 1/3 mile, 10 ~; for each 1 1/2 minutes of waiting time,
<br />10 9, and for eabh bag or parcel 10 ¢. (As you know, many pe~ple use our cabs for transportation not only for
<br />them~e~ es, but for their~packa~eS~ and particularly bulky packages of groceries. We feel this'would be a reason-
<br />able charge for us ~o ha~i) Also, we request the elii~ination of the flat rate within a 25 mile radius of theCity.
<br /> In addition~ we would also like to submit for approval the following changes in the loca-
<br />tion of ca~ stands: .~
<br /> i~ Washington and High Sts, stand re be changed from the southwest corner to the
<br /> southeast corner. This would be in front of the Professional Bldgo and would
<br /> really be giving a service ~o the people without the attendan~ risk of crossing
<br /> the street when leaving physicians' offices, and also an additional accommodation
<br /> to patrons using the tunnel buses.
<br /> 2. From High and Cou~t Streets on the northwest corner to the place on the southeast
<br /> corner.
<br /> 3. Establish s stand at the southeast corner of Washington and South Sts. in the rear
<br /> of where the tunnel bus stops for loading and unloadi~ig.
<br /> 4. The elimination of the stand at Court and Clifford Sts.
<br /> 5. At the Portsmouth Naval Hospital, Park View gate, a reduction from four to two spaces.~'

<br /> Motion df ~r. Kirby to refer to the City Manager for a report and recommendation, was
<br />
<br /> 57-68 - Motion of Mr. Weiseman to suspend the rules' to hear from W.T. Goode representing
<br />the Tidewater Historical Drama Association, was adopted.
<br />
<br /> Mr. Goode requested that $1,000.00 of the $10,000.00 appropriated by the Council for the
<br /> Tidewater Historical Drams Association, be advanced sow and that the balance of $9,000.00 be paid by September
<br /> 1st, 1957.
<br /> On motion filed.

<br /> 57--69 -- "I submit the attach6d request from Rayphi~ld' Clay, a former Police officer,
<br />for a refund of the amount of $59.36 representing his contribution t6 the Retirement Fund. I recommend that
<br />the City Auditor be directed to refumd the above amount."
