Motion~ of Nr. Baker that a special ~committee be appginted to consult with t~e Portsmouth
Transit Company in regard to bus service in Portsmouth, was adopted.
The Chair anpoint%d Messrs. Smith, Baker and Hi~ton on said committee.
57-104 - "I am submitting the attached repor~ on the question of- .bus services, which

zs self-explanatory."
Attached-

"In answer ~o your request, we respectfully ;s~it the follo~wing~, noting changes that
have been made in bus service on the proposed change to go into effect on March 17th, 1957.
First, we will consider the increases in ser~i~e. These amount to two additional
trips to the Navy Yard from High and Crawford in the morning; one additio ual trip from ~)ouglas Park to the Navy
Yard in the morning; one additional trip from Pinners Point to ~own in the morning; one additional trip from
Cradock to town in the morning; one additiOmal trip from Westhaven to tow~ in the. morning; one addi'tio'nal 'school
trip to WoOdrow Wilson %n the morning; and several o~t~her m~nor changes ~o make service more convenient for the pa-
trons.
On ~the o~her side of the ledger, we have opened up the headway on Cradock, from 9:30
A.M. to 3:00 P.M., from twenty minutes to twenty f~v minutes. This ~ras necessary due to the izck of patronage on
this line and is ~onsistent with pr6vidin~ serv~ice :in response to the demand shown. We have also opened up the
headway on West Park View from fifteen minutes to twenty-five minutes, also for the same reason as stated above.
It can he shown by~ ~ctual traffic eWaecks that ~he riding on both of these lines in the middle of the day has falle~
off ~o such a point that the pre~sen~ service is simply no longer justified.
You will recall that at the last Council meeting, I mentioned that two or three runs
would be affected - actually ~here are only ~wo that will be cut off, and this will not cause any opera, ors re be
furloughed.
You mns~ understand that we have not, under any circumstances, curtailed service
after the patronage has dropped off, and such cu~rt~lment was justified. N These curtailments that we have made are
in line with accepted practice~ anywhere in~ the United'States, and in any line of ~nsiness. As I have mentioned
before, we have traffic checks to substantiate the above. Many changes of this mype have been made before with no
necessity of the approval of CoUncil. I ~rus~ this letter will clear up' these points for you, and if I may be of
any further service to you on this or any other ma~er, please do no~ hesitate to dall on me.
(Signed) W.B. WQmack, Vice President."
Motion of Mr. Baker to refer to the Special Tmansit Co~mmittee, w~s adopted.
57-105 - "The Portsmouth School Board, in a conference before the regular monthly
meeting on Friday, March 8, 1957, discussed the salary scale of Portsmouth and the ~d~oining cities andcounties.
It was disco~e}ed that if Portsmouth did not make an adjustment , the Portsmouth scale
would be the lowesr in the entire area. With this in mind, the Board feels that it is imperative that s two-hundred
dollar ($200.00) across the board raise be.giVen to the Portsmouth teachers, keeping the beginning salary a~
$3,000.00 and placini the m~{m,m~for a bachelor's degree a~ $4,500.00. To do this would require adding approxi -
mately $62,000.00 to the proposed school budg&t.
In o~der to secure and hold good teachers, the Board requests your earnest considera-
tion of this emergency situation."
