May 14th, 1957. <br /> <br />At a regular meeting of the City Council held on May 14th, 1957, there were present: <br /> <br />A, C. Bartlett, B. W. Baker, William E~ Hinton, Frank L. Kirby, John E. Scotl, <br />R. trvine Smith, H. Earl Weiseman, I. G. Vass, City Manager, and R.C. Barclay, <br />City Attorney. <br /> <br />The meeting was opened with prayer by P~v. Vache. <br /> <br /> Minutes of regular meeting held on April 22nd, 1957 and called meeting of May 2nd, 1957,w~re <br />read and approved. <br /> <br /> 57-163 - The Council, ~cting as a committee of the whole, made the £611owing recommendations <br />with reference to the bus routing after the one-way street plan is put into effect: <br /> <br />"1 - Westhaven - Waterview Line - approved as propos~d~ by Wilbur Smith and Associates. <br /> <br />2 - River Park- Port Norfolk - Navy Yar4 Line - approved as proposed by Wilbur Smith and <br /> Associates. <br />3 -?inners Point Line - approved according to present routing. <br /> <br />4 - West Park View - Pine St. Line - approved as to present routing. <br /> <br />5 - Park View - Prentis Park Line - approved as proposed by Wilbur Smith and Associates. <br /> <br />6 - Cradock Extension Line - approved as proposed by Portsmouth Transit Company. <br /> <br />7 - Douglas Park - TruEton Line - approved as proposed by Portsmouth T~ansit Company. <br /> <br />8 - Oregon Acres Line - approved as proposed by Wilbur Smith and Associates. <br /> <br />9 - Southgate Terminal Line - approved as proposed by. Wilbur Smith and Associates. <br /> <br />Routing in westernpart of City - not considered by the committee at this meeting." <br /> <br /> Motion of Mr. Baker that this be referred to the City Attorney to draw proper ordinance in <br />regard to bus routes, was adopted. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 57-164 - "I submit the attached agreements between the City of Portsmouth, Virginia and the <br />COmmnnwealth of Virginia for construction and maintenance of Route 17 from Elm Avenue to the south corporate limits <br />~£ the Cit~ ~nd R~ute 17 from Gospoyt Road to the George Washington Highway and recommend .that the proper city offi <br />cials he authorized and directed to e~ecute the same for and on behalf of the City and that th~ City Clerk attest <br />the same and affix the City seal thereto." <br /> <br /> Motion of Mr. Hinton that the proper city officials be authorized to sign the agreement in <br />reference to Route 17 A, from Gospo~t Road to George Washington Highway, was adopted and by the-following vote: <br /> <br />Ayes: ~artTett, Baker, ~i~ton, Kirby,Scott, Weiseman <br />Na~s: Bmith. <br /> <br /> Notion of Mr. Kirby that proper city officials be ~uthorimed to sign the agreemen~ in refer- <br />enbe to Route 17 from Elm Avehue to the soht~corpara~e limits of the ~ity, was adopte~. <br /> <br /> · the State High- <br /> Motion of Mr. WeIseman that nebessary resolution be prepared and submitted ~o <br />way Department that an intersection be left for the future opening o£ Elliott ~venue into Route 17 A by-pass, was <br />adopted. <br /> <br /> 5~-165 - "It is in order to consider the attached petition of the Portsmouth ~overs Associa- <br /> <br /> 'The undersigned members of the Portsmouth Movers Assooiation hereby request the City Manager <br />and City Council to consider the passage of an ordinance to forbid city e~ployees from gathering information from <br />city files and passing such information along to outside concerns £br the personal gain of the City employee. <br /> ~t appears that certain information, sot generally available to the public may be secured <br />irom semi-private files by City employees and that this informaiion may be the subject 0f personalgain ~o such em - <br />plgy~e when he makes i't a~ailable to only one competitive enterprise in the City. Harper spoke in reference to. the petition. <br /> <br /> 57-166 - "I am reporting that I attended the meeting of the League of Virginia Municipalities <br />Utility Committee in Richmond and those p~es~nt at the meeting adopted a resolution opposing the amendments that <br />app&ar to weake~ the effectiveness of th~ present statutes concerning the ~ontrol of natural gas by the Federal Power <br />Commission. Copies of the resolution were forwarded to the senators and members of the House, £rom ¥ir~nia." <br /> <br />On motion filed. <br /> <br /> 57-167 - "I submit the attached letter from Col.~0.J. Pickard, Dist'rict Engineer of the Army <br />Engineers, concerning the debris at the old Ferry Terminal and recommend that an estimate of the cost for removing <br /> <br /> <br />
