The following letter from Albert J. Carr was read:

~7-214 - "This office is th~ ~gentfor certain individuals ~ho own a rather large parcel of
proper~y on the S/W corner of County an~ Effingham Streets. I have been asked to approach the Council and
explore the merits of .using this area as a parking lot on a lease basis. The ~frontage.on County St. is approxi -
mately 200' Nearly one half o~ this frontage has a depth of 120'; the remaining frontage on the corner has a
depth of 30'. In the belief that this proposition could be mutually beneficial to both city and the owners, I
request the Council consider this matter."

57-215 - The following letter from G. L. Cox was ~ead:

"In the t~affu~ plan you granted concessions for some merchants on High and Co~ukty Sts.
by deleting or postponing restricted parking until the off-street parking lots are put in effect-and ~ied out
to see how it works in regard to the over all plan.. May I say that I think your reasoning and decision in this
matter is very good and proper. It is my opinion that we can not foretell what effect the off-street parking lot~
will have on the over-all plan until it is tried oat, and now may I ask of you that favorable action be taken in
s similar case.
In behalf of some home owners and downtown residents, may I request that the same
yardstick or meEhod be applied and grant us some consideration in regard to parking me.ers, namely or more
specific - do not install parking meters ~in front of a~yone'~s home Which is located in any block that is primaril
residential until the off street parking lots are put in operation tested out and properly appraised in~egard to
the over. all traffic Situation. Whe~ one's home is behind a toll meter it is a detraction, it is inconvenient
nnd it is also damaging. We ~rust you will grant this concession umder .the same condition yon did for the me~ -

chants."

adopted.

Motion of Mr. Baker ~o refer to the City Manager nd report,
