At a regular meeting of the City CoUncil, held on June tlth, 1957, there were present: <br /> <br />AJC. Bartlett, B. W. Baker, ~. E. Hinton, Frank L. Kirby,' John E. Scott, <br />R. Irvine Smit~, H~ Ear~ Weiseman, I.G.-Vass,-City. Mannger, and R.C. Barclay, <br />City Attorney. · <br /> <br />The meeting was opened with prayer by Frank L. Kirby. <br /> <br />Minutes of the previous meeting were read and approved. <br /> <br />The following reports~from the City Manager were read: <br /> <br /> 57-g07 - "I am reporiing that bids were requested from several contracting firms <br />for bids~for removing the debris at the Ferr~ Termi~zal. <br /> Only~ tw~ bids were received by the DiTector~ofPubllc Works, one from'the <br />McLean Construction Company whose principal office is in Baltimore, Md., and branch office is in Norfolk,Va., in <br />the sum of $4, SlSQOO '~n~ one from Geo~ge T. ~cLea~ Cbmpany of Pdfts~bht~, Virgi~ia~~ in the sum of $5,100.00. <br /> I concur in the recommendation of the Director of P~blic Works that the <br />contract for the work be awarded to McLean Contracting Company in the sum of $4,816.00 which will ~rovide fbr the <br />removal o~ the three transfer bridges, the large dolphin, fender structure and tops of deck timbers for hoisting <br />platform, the material to be disposed of at the U.S. Engineers Dispbsal Grounds at Great Bridge, Va." <br /> <br /> Motion of Mr. Kirby to concur in the recommendation of the City Manager and award the <br /> contract to McLean Construction Company, was adopted. <br /> <br /> 57-208 - "I am reporting that i have received no further contracts for the purchase <br /> or property needed for Off-Street Parking and recommend that a conference be held in the very near future' ~t <br /> which time the Council will consider the question of entering into condemnation proceedings for those~properties <br /> needed for which the Real Estate Brokers have bees unable to secure options." <br /> <br />On motion filed. <br /> <br /> 57-209 - "I submit the Budget Ordinance for the fiscal year beginning July 1~ 1957 <br />and ending JUne 30th, 1958, and recommend that it be placed on its first reading." <br /> <br />Motion.of Mr. Baker to. suspend the rules to hear from W. Nash Stublen, was adopted. <br /> <br />Mr. Stublen asked, for a breakdown on the proposed budge~. <br /> <br />and by the following vote: <br /> <br />~otion of Mr. Smith to place the following ordinance on first reading, was adopted; <br /> <br />"AN OP~INANCE PROVIDING FOR THE BUDGET RECEIPTS AND EXPENSES FOR THE CITY <br />OF PORTSMOUTH~ VIR~IN~IA, FOR THE YEAR BEGINNING JULY 1st, 1957" <br /> <br />Ayes: Bartlett, B~ker, Hinton, Kirby, Scott, Smith, Weiseman <br />Nays: None <br /> <br />Motion of Mr. Welshman to place the following ordinance on first reading, was adopted: <br /> <br />"AN ORDINANCE TO AMENDAND RE-ORDA~SEETION 24-38 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, 19~i,-RELATING T0.~TER RATES~' <br /> <br />by the following vo~e: <br /> <br />Motion of Mr. Kirby to place the following ordinance on first reading was adopted and <br /> <br />"AN. ORDINANCE TO AMEND AArP RE-ORDAIN SECTION 24-7~0F THE CODE OF THE CITY <br />OF PORTSMOUTH, t951, RELATING TO CHARGES FOR SEWER CONNECTIONS" <br /> <br />Ayes: Bartlett, Hin$on, Kirby,Scott, Smith, Weiseman <br />Nays: Baker <br /> <br /> 57-210 - "I recommend ~hat the turn regulations recommended for downtown Portsmouth <br />~ ~in Table X entitled Proper Turn Restructions of Wilbur Smith Sepg~t be. used ~o goye~n all left zurns of the Traf- <br /> fic Ordinance, subject to adju~!ment and if it is detgrmined a~ter atrial_ that s0m? of the restrictions may be <br /> eliminated or if additional restrictions are so required, I ~ill so report." <br /> <br />Motion of Mr. Kirby to refer to the earliest possible conference was adopted and by <br /> <br />the following vote: <br /> <br />Ayes: Bartlett, Baker, Kirby, Weiseman <br />Nays: Hinton, Scott, Smith <br /> <br /> 57-211 - "I am reporting on a public notice concerning an application to constrnc~ <br />a new zunnel between Portsmouth and Norfolk by the Elizabeth River Tunnel Commission." <br /> <br />On motion filed. <br /> <br /> 57-212 - "I submit the attached amendment ~o the Code of'the City of Portsmouth 1951 <br />to be known as Section 17-59 and recommend that it be placed on its first reading." <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CiTY OF PORTSMOUTE~ I951, BY ADDING <br />THEI~ETO A NEW SECTION TO BE KNOWN AS SECTION 17-59 TO I~EQUIRE UNOCCUPIED <br />AND VACANT BUILDINGS A/rD OTHER STRUCTURES TO BE KEPT CLOSED" <br /> <br /> <br />
