<br />57-284 - The following letter from Mrs. Joanna B, Lewis was read:

<br /> "On Jdly 17th, 1957, I was given a traffic ticket, docket #59611, for making a le£t-
<br />hand turn from Washington St. on to High St. One'of the clerks at the traffic court advised me that if I appeared
<br />~n court the fine would probably not be reduced, hut it would probably be no more. I paid the fine, which was
<br />$7.00J On the 23rd of July, the day before the date set for court, the traffic law was rescinded. The eases
<br />which appeared in court on 7-24-57 were dismissed and no fine was paid by any of these persons who were guilty
<br />of th~ same violation for which I was.given a ticket. On the basis of the abo~e, I am requesting that the $7.00
<br />which I paid be refunded to me. Enclosed please find the recezpt which'will verify paymen~ of this."

<br /> of "Tl~e ,Virginian Pilot', Norfol~.~ Portsm0u~, Va., page 7z~, an article by Charles Pritchard
<br /> with headlines that stated "Library of Congress Concure, Bellamy again Confirmed as Author of
<br /> Flag Pledge ."
<br /> W-~EREAS, the aforesaid newspaper article sets forth ~herein the credit due Miss
<br /> Margarette S. Miller, a graduate of WoodrQw Wilson High SchoOl, P~rtsmouth, Virginia, and a
<br /> resident of PortsmoutH, Va., for the vgry important par~ played by her in establishing the
<br /> authcrship of Th$. ~Pledge of Allegiance of being due ~o Prancis Bellamy, a native of Rome, New
<br /> York; and
<br /> ~g4EP~EAS, the sai~ Margarette S. ~ller has, since November Il, 1936, voluntarily
<br /> and unselfishly, given of her ability, time and mea~s in research, which necessarily involved
<br /> much time, travel, interviews and reading and study, in ~order to establish, to her satisfaction
<br /> and beIief, the true authorship of safd Pledge of Alle~giance; and,
<br /> WHEREAS, all through the yeavs o£ this work ~y the said Miss Margarette S. Miller,
<br /> she kept on being urged to do so only by her high sense of fair play ~d patriotic duty and
<br /> with no thought nor hope o£ any material ga£n personally, but only that credit of authorship
<br /> be given to the one to whom it was due and ~rightfully belonged; and
<br /> WHEREAS, the said Miss Margarette S. Miller,' in addition to the work of estab-
<br /> lishing the authorship of the Pledge of Allegiance, wrote and published a book "~ Pledge A1-
<br /> legzance , based upon the facts she had ascertained and instituted 'a "Bellamy Flag ~ward" at
<br /> her own volition and expense, which fs stil~ continu~ed by her annually presenting, with proper
<br /> ceremony, a U.S. Flag to some worthy Public High School, the recipien~ this year, 1957, being
<br /> bhe ~ill Rogers High School, Tulsa, Oklahoma; therefore,
<br /> BE IT RESOLVED, that this City Cquncil 0£ Portsmouth, ~irginia, as such, a~d on
<br /> behalf of the residents of our City, whom we represent, do~s hereby rec'oguize, commend and
<br /> congratulate the said Miss Margarette S. Miller qf Por. tsmou~h, Virginia, for all she has done
<br /> in her worthy patriotic el.forts and service that a~e an example for all U.S. citizens, and
<br /> finally,

<br />the possibility of having route markers indichting the mileage to Portsmouth installed on the highways leading to
