<br /> There are several other irregularities which I have not stated, but the petition
<br />taken altogether does not, in my oplnzon, comply with the requirements of the Charter as to form or the manner of
<br />execution and it is nor entitled ¢o the presumptibn thai it is prima facto sufficient. Questions such as these
<br />are not free from doubi, and I therefore recommend that the Council instruct me to seek a declaratory judgment in~
<br />the Court of Hustings construing the provisions o~the Charter and the sufficiency of the petition.

<br />ceived an alarm from Box l~24~t~ated~t~l, asg~w~nd Water Sis. Engine 1,2, 5 and Truck i and cars 1 and 2 imme -
<br />diately responded to the scene. On arrival at scene the entire west end of the subject warehouse was found to be
<br />fully znvolved in fire. A second and third alarm were immediately transm~itted via radio along with a request for
<br />available fire tugs and Co~st4~uar<~s~sistauc~.T-hi~ -aoti~n,~mel~tive to fire tugs was necessitated because of
<br />the location of the wareho~se-~n~.t~h~.i~na~gc~s~i-bL~i-tp of the land forces to ~ffectively combat the fire from the
<br />water side.
<br /> Enclosure (1) Whichwas taken by a newspaper photographer, who was in the immediate vicinity, for
<br />the purpose of photographing the U.S.S. Ranger :as she proceeded to the Naval ~hipyard i~dicates the tremendous
<br />headway the fire had gained przor to the layin~ of~ hose lines by the first arrivzng fire companies.
<br /> All efforts of the Fire Department were directed to protection of the exposures, and
<br />to prevent further spread to the adjacent properties. It was obvious at the time of arrival that the warehouse
<br />was doomed.
<br /> Lines were laid from the hydrants, in the immediate area by the first due companies
<br />and deluge guns were placed in operation. As the second and third alarm assigned companies reported to the scene,
<br />they were directed ~o take oyerboard suction to eliminate the~longer hose lays. There was no deficiency inthe
<br />water situation, and the fire was broUght under control by the .com~bined efforts of the land companies and the
<br />fire boats and tugs which responded, from the Coast Guard, NavalShipyard andcommercial towboat companies.
