At a regular meeting of the City Council, held on May 13th, 1958, there were present:

<br />Minutes of the regular meeting of April 22nd, called meeting of April 28th and called
<br />read and approved.
<br />
<br />58-145 - Motion of Mr. Scot~ to hear from Josephus A. Schaefer, was adopted.
<br />
<br /> Mr. Schaefer presented a request that sigus be placed at the major highways entering
<br />the City advertising the traffic safety in the City of Portsmouth.
<br />
<br /> Motion of Mr. Scott that a resolution be adopted commending NLr. Schaefer for his work
<br />in traffic safety, also urging the citizens to support the Portsmouth Safety Council, was adopted.
<br />
<br /> 58-124 - Motion of Mr. Weiseman to remove f~om the table the ordinance relating to
<br />rates of fares for i~tra-urban bqMes, was adqpted.
<br /> Motion of Mr. Weiseman to suspend the rules zo hear from ~nterested parties, was adopte~.
<br /> ~ir. Womack of the Portsmouth Transit Company spoke requesting the immediate adoption of
<br />the ordinance.
<br /> Motion of Mr. Weiseman to concur in the recommendation of the Transportation Company,
<br />in allowing the increase in fares, was adopted, nn~ by the following vote:

<br /> Motion of Mr. Weiseman to place the ~ollowing ondinance on first reading, was adopted:

<br />The following reports from the City Manager were presented:

<br /> 58-146 - "I am attaching reports of the Sta~e Auditor's Office on the Clerk's office
<br />of Hustings and Circuit Courts, for your information."
<br />
<br />On motion filed.
<br />
<br /> 58-147 - "At a previous meeting of Council, you referred to me a matter concerning the
<br />bus stop at High and Court Streets. I recommend that .the bus stop on the southwest corner of High Street be |
<br />discontinued and that ~ new bus stop be provided on the southeast corner of ~Iigh Street east of Cour~ Street the
<br />seven parking meters be removed from High Street at this location and installed on High Street west of Courtf~St.~

<br /> Motion of Mr. Kirby to concur in the recommendation of the City Manager was adopted. ~
<br />
<br /> 58-148 - "I am reporting by the attached letter that the contractom for the building
<br />referred to in the letter, paid a sewer tapping fee and later disc6vered that t~ere existed a sewer connection
<br />f6r the site of the building, unknown at ~the time the contractor applied for the connection.He, therefore, would
<br />be eligible for s refund and I recommend that the refund for the tapping fee, in the sum of $50.00, be made."
<br /> Attached- "Mr. W.L. CumminHs, 'the Plumbing con~ractor on the construction job located at ~20 High
<br />Street, on March 27, 1958, applied and paid fifty dollars ($50.00) for a .four inch sewer connection. The record~
<br />indicated that there was a lateral in ex~'stence hut did not show that a ~onnection had ever been made. However,
<br />when M~r. Cummings attempted to connect to this lateral he found that it ~ad been in use by one of the stores
<br />demolished by fire. Since this lateral was in use, and the building being erected and the one demolished by
<br />fire both have,the same owner we feel that we are charging a fee for a connection ~hat has previously been used
<br />and would still be in use had the building not been destroyed. Mr. Cummings has asked for a refund for this
<br />sewer connection fee. This money has been turned in by this office to the City collector; therefore, if you
<br />think it is in order, would you please take the necessary steps to have this money refunded. If any further in ~
<br />formation is neede~ or desired, we shall be most happy to supply it,"
<br />
<br /> Notion of Mr. Hinton to approve on first reading and refer to the City Attorney for
<br /> further investigation, was adopted.
<br />
<br /> 58-149 - "I am reporting in the case of Carl George, of the Fire Department, who appli~
<br /> to the Retirement Board for service-connected retirement which was denied on the grounds requested.
<br /> There has been some conflict i~n the reports by the .fliff~rent physicians who
<br /> have examined Mr. George and it has been suggested that he be sent to the clinic a~ the Medical College of Virgi~
<br /> nia for examination and report. Dr. E.A. Morgan,Jr. has agreed to make arrangements to have 5{r. George examined
<br /> through one of the State clinics. It will cost the City approximately $100.00 for the ~urther exan~ination of
<br /> this patient.
<br /> I am recommending that Mro George be sent to the clinic for a week's obser-
<br /> vation and that a further ~eport will be made to City Council as soon as the information has been received from
<br /> the hospital."
<br />
<br /> Motion of ~r. Smith to concur in the recommendation of the City Manager,was adopted.
<br /> 58-t50 - "I am attaching ~report o% the budget of the Housing Authority, requested
<br /> at a former Council meeting."
