<br />58-175 - The following petition was presented:

<br /> "We, the residents o£ the North Trux~on community do petition your company ~o give us
<br />extended, servmce on ourbus line. ~en the community was, established approximately ID years ago, the fare was
<br />seven cents.~ Now it is seventeen, cents- '(move To ~wenTy cents on June let) and we still have to walk a number
<br />blocks designated on the attached sheets. Signed - James Johnson, 3321 Bagly St., and numerous others"

<br /> 58-176 - The following letter from the Norfolk County Board of Supervisors was read:

<br /> "Pursuant ~o a resolution adopted by the Norfolk County Board o£ Supervisors on May la,
<br />1955, copy of which is attached hereto, payment is hereby requested for services rendered in caring for the
<br />City of Portsmouth prisoners for the period January 1, 1958 through April 30, 19§8, in accordance with the in
<br />closed statement."

<br />58-177 - The following letter from the Portsmouth Concert Association was read:
<br />
<br /> 7The Portsmouth Community Concert Association is an unincorporated, non-profit associa-
<br />tion formed for the sole purpose of offering concerts ~o the people of Portsmouth and vicinity. The Association
<br />uses the auditorium of the Woodrow Wilson High School for its concerts and pays the regular schedule of charges
<br />in effect for such organizations~ No admission fee is charged and no tickets are sold'to individual concerts.
<br />The admission is by membership card only, for which dues collected annually include the city tax.
<br /> The business affairs of the Association are administered by a Board of Directors and
<br />officers elected from that Board. All serve without compensation and it is not possible mnder the constitution
<br />and by-laws of the Association To have a~y of its funds accrued to the financial benefit of its members.
<br /> This Concert Association has been granted relief from Federal admissions ~axes and the
<br />U.S. carefully reviewed ~he constitution, by-laws and private practices of the Association before granting that
<br />relief. It is the hope o£ this Association that the Ciiy o£ Portsmouth will classiiy the membership cards is -
<br />sued by the Association as non-admissions and allow the Portsmouth Community Concert Association to proceed with
<br />its programs withQu~ the payment of City admissions ~ax. The Association now has 1600 members and it is=.the
<br />hope that this ~ype of entertainment will, in the future, be offered ~o and accepted by an even larger member-
<br />ship. We believe this can be accomplished if we could lower the cost of the membership by the abolishment of
<br />the City tax. We earnestly request your favorable consideration. Signed - Mrs. J L Story, Secretary."

<br /> 58-178 - The City Clerk presented the report of the actuaries in reference ~o the con-
<br />stitutional officers and their employees beooming members of the Virginia Supplemental Retirement System.
<br />
<br />On motion of Mr. Baker, the following resolution was adopted:
<br />
<br /> "Be it Hereby Resolved that the City of Portsmouth, Virginia, a political subdivision,
<br />created by Chapter 157, Acts o£ Virginia, 1908, acting by and through the City Council, does hereby elect to haw
<br />the Constitutional officers and employees of the City of Portsmouth, who are regularly employed full time on a
<br />salary basis, and whose tenure is not restricted as To ~emporary or privisional appointment, ~o become eligible,
<br />effective as of July 1, 1958, ~o participate in the Virginia Supplemental Eetirement System, under conditions
<br />set forth in Title 51, Chapte~ 32, Section 51-111.9 through Section 51-111.67,Code o£ Virginia, as such Code has
<br />been or m~y be amended from time td time and said City,agrees ~o pay its cos~ for participation o£ its e~ployees
<br />for all services for ~he City of Portsmouth pr~or to July 1, 1958,. for which credit is authorized and establish-
<br />ed on forms required b~ the Retirement Board and for membership service in the System after such date and also
<br />to deduct from said employees' wages and pay over in the manner prescribed, the respective amounts required by
<br />
<br /> NoW, Therefore, A.C. Bartlett, Mayer of the City of Portsmouth, and A.P.Johnson, Jr.,
<br />City Clerk, are hereby authorized and directed, in the name o£ said City, To execute any required contract in
<br />order that the Constitutional officers and employees of the City of Portsmouth may become entitled to benefits
<br />provided under the Virginia Supplemental Retirement Act. In execution of any contract which may be required,
<br />the seal of said City o£ Poi~tsmouth shall be affixed and attested by the City Clerk and said officers of the
<br />City o~ Portsmouth are hereby authorized and directed to do any other thing or things incident and necessary
<br />in ~he law£ul conclusion o£ this matter and in conformity with law.
<br /> The City Auditor o£ the City of Portsmouth is hereby authorized and directed to pay
<br />from time to time such sums as .are due to be paid u_uder said contrac~ by the City o£ Portsmouth and i~s. Consti-
<br />tutional officers and employees."

<br /> M~ Cohen, representing the Portsmouth Real Estate Board, o££ered the names of the
<br />following men to assist the Real Estate Assessor in an advisory capacity, without compensation:
