<br />Minutes of regular meeting of June 24th, 1958 and called meeting of June 30th,1958,

<br />The following reports from the City Manager were read:
<br />
<br /> 58-204 - "At a previous Council meeting, you referred To me, for a reporT, the
<br />question of limiting parking in the 700 and 800 b~locks of Fourth St.
<br /> Please be advised that after a further study, and having received the
<br />information from a portion of the property owners in the blocks, I do not recommend that limited parking be es-
<br />tablished in the blocks referred to above au the present time."
<br />
<br />Motion of Mr. Hinton that this matter be received for information, was adopted.
<br />
<br /> 58-205 - "I am reporting that the ~ree located on Oregon Ave. has been removed.
<br />This ~s in response to a request az a previous Council meeting.~
<br />
<br />On motion filed.
<br />
<br /> 58-~06 - "I recommend that an appropriation~ in the sum of $300,000.00 be placed
<br />on its first reading for the purpose of purchasing the Waterfront property from the Seaboard Air Line Railroad
<br />Company on w~ch the Council direr-ted the Mayor to Inform the Company of the City's wishes ro exercise their
<br />option. "

<br /> Motion of Mr. Hinron to place an appropriation of $300,000.00 for said purpose on
<br />first reading, was adopted, and by the following vo~e:

<br /> 58-207 - "I am informing you that I have rendered my resignation to the Board of
<br />Directors of Patrick Henry Hospital and it is in order that Council recommend someone ro the Board to be elected
<br />To fill the vacancy."
<br /> ~otionof Mr. Weiseman that the Council recommend Mrs. Fannie Lee, SuperiBtendent oi
<br />Social Service Bureau, as a representative for the City of Portsmouth, was adopted, and by the following vote:

<br /> 58-208 - "I am reporting that I do not recommend a change in the parking restrictio~
<br />on Glasgow Street adjacent To Portsmouth Gardens, at this time."
<br />
<br />Motion of Mr. Baker to suspend the rules to hear from interested parties, was adopted
<br />
<br />~erbert L. Wilson spoke for parking on Glasgow Street.
<br />
<br /> ~ri%Sm/t~ made a motion to refer ro the City Manager for enforcement of proper park-
<br />ing restrictions on Glasgow Street.
<br />
<br /> Motion of Mr. Hinton to amend the motion ro refer ro the Ciry Manager for investiga-
<br />tion of Council's previous actions concerning parking on Glasgow Street.
<br />
<br /> Mr. Smith's motion, as amended, was adopted.
<br />
<br /> 58-209 - "I am submitting the attached report on Capital Improvements needed imme-
<br />diately within the City limits of Portsmouth."
<br />
<br />"At a previous Council meeting, I informed you I would submit at this meeting
<br />the most pressing needs for Capital ImprovemenTs within the City.
<br /> Since your School program is nearing completion and the buildings under con -
<br />struction have been financed, I am of the opinion that no ~ew Capital Improvement
<br />funds will be needed for Schools during the current year.
<br /> If you are to receive the benefit of Federal and State Aid Matching Funds for
<br />Primary Highways, it is necessary for the Council to take favorable action a~
<br />this time toward financing the City's share of the cost estimated at approximately
<br />~250,000.00 or a total cost of the Project estimated ~o cost One Million Dollars.
<br />This project is the one previously approved by Council and is a portion of Route
<br />l? (Elm Ave,) from the Geo~g~e~ Washington Highway to Jefferson St., and from County Si
<br />~o High St., also Route 58 (Airline Boulevard) from Hamilton Avenue ~o the west
<br />corporare limits. The project is zn the planning smage and I have been requested
<br />to inform the Department of Highways of the Council's decision concerning the ap -
<br />propriation of the necessary Matching Funds for this Project.
<br /> There are two other major street projects that should have Councilmanic action
<br />when they are presented to Council. One is the Interstate Highway extending from
<br />the plaza of the Elizabeth River Tunnel to Bowers Hill. This will nor require
<br />an allocation of City funds but will need full co- operation of the City in the
<br />prosecution of the work.
<br />The construction of a second tunnel will require careful plauning of the approach
<br />roads with regard to a proper distribution of Traffic if the City is to derive full
<br />
