At a regular meeting of the City Council, held. on September 9th, 1958, there wore present: <br /> <br />B.W. Baker, W.R. Breedlove, R.B. Seward, R. irvine Smith~ George R.Walker, <br />A.P. Johnson,Jr., City Manager, and J.S. Live~ay, City Attorney. <br /> <br /> The meeting was opened with prayer by Mr. Walker. <br /> Minutes of regular meeting o£ August 26th, 1958 and called meeting of September 2nd, <br />1958, were read and approved. <br /> <br /> The following reports from the City Manager were read~ <br /> <br /> 58-274 - "It is in order at this time to hea~ from representatives of the City Employ- <br />ees Local Union No. 733. This is done ar the request of Mr. Marion Turtle, Business ReP~&sentative o~ Local #733.~' <br /> On motion of Mr Smith, rules were suspSnded to hear from interested persons. <br /> <br />Mr. Turtle spoke requesting a con£erence with the Council and City Manager. <br /> <br /> Motio~ of Mr. Breedlove that the matter be referred to the City Manager for study and <br />report to the Council, was adopted. <br /> <br /> 58-275 - "I am submitting an ordinance ro amend Section 2-4 of the City Code. The adop- <br />tion of this ordinance will eliminate the necessity for holding a Council meeting on the third Tuesday night of <br />each month for public hearings. The intent of the ordinance at the present time is to have public hearings on Eon-. <br />ing matters on the ~hird Tuesdays of each month. As the Planning Commission does not meet every month on zoning <br />matters, ~here ie no necessity to hold this meeting as it is now scheduled. <br /> I recommend that the ordina nee be placed on first reading." <br /> <br />On motion of Mr. Walker, the following ordinance was placed on first reading: <br /> <br />"AN ORDINANCE TO A~END SECTIOA~ 2-4 OF THE CODE OF THE CITY OF PORTSMOUTH, 1951, <br />RELATING TO REGULAR COUNCIL MEETINGS, SO AS TO ABOLISH THE P~/BLIC HEARING <br />MEETING PRESCRIBED FOR THE THIRD TUESDAY OF EACH MONTH" <br /> <br /> 58-276 - "I am submitting an ordinande to amend Section 30-79 of the City Code. This <br />ordinance would prohibit parking with the left side of the automobile to the curb except on one-way streets. As <br />this is a dangerous practice and a definite safety hazard, I recommend that this ordinance be placed on first <br />reading." <br /> <br /> On motion of Mr. Walker, the £ollowing ordinance was placed on first reading: <br /> <br />"AN ORDINANCE TO AMEND SECTION 30-79 OF THE CODE OF THE CITY OF PORTSMOUTH, <br />1951, RELATING TO PARKING OF MOTOR VEHICLES WITH LEFT SIDE TO CURB, SO AS TO <br />EXCLUDE ONE WAY STREETS FROM THE OPERATION THEREOF" <br /> <br /> 58-277 - "Irecommend that the Seaboard Air Line Railroad Company he relieved of taxes <br />in the amount of $2,073.21. This is in accordance with the contract between the City of Portsmouth and the <br />Seaboard Air Line Railroad Company for the sale of that company's waterfront property purchased by the City of <br />Portsmouth. This is the amoun~ of ~axes of the Seaboard Railroad had to pay from August tst ~o December 31st,1958. <br /> <br />Motion of Mr°Smith to concur in the recommendation of the City Manager was adopted. <br /> <br /> 58-278 - "I recommend an appropriation in the amount of $1I?,000.00 be placed on first <br />reading for the Bond Fund Highway Construction. This appropriation ~s necessary to complete the present highway <br />construction on George Washington Highway and Frederick Boulevard. This amoun~ will be financed through the sale <br />of General Improvemen~ Bonds in the near future." <br /> <br /> Motion of Nr. Breedlove to place, an appropriation of Si1?,000.00 for said purpose on <br />first reading, was adopted. <br /> <br /> 58-279 - "I am in receipt of a letter from Richard D. Ottavio, City Auditor, recommend-. <br />ing that Miss Ellen S. Ballentine be appointed assistant City Auditor. As Miss Balientine has served as deputy <br />Auditor under two previous auditors and has been an excellent employee o£ the City of Portsmouth, I concur in the <br />recommendation of the City Auditor and trust that the Council will approve the appointment of Miss Ballentine." <br /> <br /> Motion of Mr. Smith to concur in the recommendation and that Miss Ballentine be elected <br />assistant City Auditor, was adopted. <br /> <br /> 58-280 - "Since the City Manager does nor come under the ordinanne on Job Classifica- <br />tions and Compensation, it is necessary that the City council establish a salary for the City Manager." <br /> <br />On motion of ~r. Smith, the City I~anager's salary was established at $15,000.00 per annum <br /> <br /> 58-281 - "The next scheduled meeting of the City Council will be on September 23, 1958; <br />at this time a majority of the Council will be in Roanoke, attending the League of Virginia Muuicipalities Con - <br />vention. I recommend that the Council meeting date be changed to September 30, 1958." <br /> <br />Motion of Mr. Breedlove to concur in the recommendation of the City Manager was adopted. <br /> <br /> 58-282 - "I am submitting an ordinance to amend Section 1-21 of the City Code. This is <br />done at the request of the Electoral Board to move the present polling place of the second Precinct of Harrison 1 <br />Ward. The present location is not suitable for the conducting o~ elections in the Second Precinct and the Elec- 1 <br />toral Board has requested the use of the City -owned building at Bale Field, the former City Eeerestion building, <br />now used as a Community Recreation Center. I have conferred with the Recreation officials as to the possibility <br /> <br /> <br />
