September 30th, 1958. <br /> <br /> 2. J.R. Boyd to rezone property located at southeast intersection of Leckie and <br /> Owen Sts., fronting 55 ft. on sout~ side of Leckie St. by 80 ft. deep. Applica- <br /> tion to rezone from 'D' Multiple Family District to 'F' Local Business District. <br /> This petition was denied because it was felt that the four corners already zoned <br /> 'G' Commercial at the intersection of Leckie St. are sufficient to support busi - <br /> ness in this neighborhood. <br /> 3. Mattie McNair to rezone property located at northwest intersection of Phillips <br /> Ave. and Columbia St., fronting 100 ft. on west side of Phillips Ave. by 50 ft. <br /> deep on Columbia Ave. Application to rezone from 'C' Two Family Dwelling District <br /> to 'F~ Local Business District. <br /> This petition was denied because the S.H. Clarke Junior High School;is in the im - <br /> mediate vicinity and it is felt that further intrusion of business in this area <br /> would cause a traffic hazard for.the school students. <br />4. Saint T. Wynn to rezone property located 135 ft. east of the intersection of South <br /> Armistead Drive and Dale St., fronting 60 ft. on south side of South Armistead <br /> Drive, by 75 ft. deep; lot 90, plate 203. Application to rezone from 'B' Single <br /> Family Dwelling district to 'F' Local Business District. <br /> This petition was denied because it was felt That the intrusion of business in <br /> this residential neighborhood is undesirable." <br /> <br /> Motion of Mr. Breedlove to concur in the recommendation of the Planning Commission to <br />approve the application of Bertha Council to rezone, on first reading, was adopted. <br /> <br /> Motion of Mr. Weiseman to concur in the recommendation of the Planning Commission to <br />approve on first reading the application of Charles E. Russell for .rezon~ng, was adopted. <br /> <br /> Motion of Mr. ~artlett To concur in the recommendation of the Planning Commission to <br />approve o~ first reading th~ application of Geor~e'C. Small for rezoning, was adopted. <br /> <br /> Motion of ~tr. Walker to concur in the recommendation of the Planning Commission to ap - <br />prove on first reading the application of Construction Associates to rezone (Parcels i through 4) was adopted. <br /> <br /> Motion of Mr. Weiseman to concur in the recommendation of the Planning Commission to <br />approve on first reading the application'of ConstrGc~ion Associates, Inc.,'to rezone, was adopted.(Parcel 7). <br /> <br /> Motion of Mr. Breedlove to concur in t~e recommendation of the Planning Commission to <br />deny the application of W.A. Powell, J.T. Johnson, R.L. Adams and E.g. Bussey to rezone, was adopted. <br /> <br />Mr. Boyd spoke in regard to his application. <br /> <br />hearings prior to making <br /> <br />Action on Mr. Boyd's application to rezone was deferred. <br /> <br />Motion of Mr. Weiseman that the Planning Commission be requested to resume their public <br />recommendations to the Council on zoning ~a tters, was adopied. <br /> <br /> Motionof Mr. Breedlove to concur in the ~ecommendation of the Planning Commission in <br />denying the application of Mattie McNair to rezone, was ~dopted. <br /> <br /> Motion of ~r. Weiseman To concur in the recommendation of the Planning Commission in <br />denying the application of Saint T. Wynn To rezone property, was adopted. <br /> <br /> 58-294A- On motion of Mr. Smith, the rules were suspended to hear from a delegation representing <br />the merchants in the 600 and 700 blocks of Nigh .St. <br /> <br /> r. Alec Gould and Mrs. A. Berson spoke, also Mr. Reshefsky, <br />View bus be routed on Nigh Street again. <br /> <br />requesting that the Park <br /> <br /> Motion of Mr. Smith that the City Manager confer with officials of the Portsmouth <br />Transit Company to determine the best way to re-route the Park ¥iew bus line, on ~ ninety day trial basis, in <br />order that the buses will again travel on High St., and on Green or Effingham Street, was adopted. <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 58-295 - "I recommend that the attached ordinance be placed on first reading. This ordinance is <br />necessary for the condemnation of property in Suffolk in connection with the construction of Lake Meade." <br /> <br />On motion of Mr. Bartlett, the following ordinance was placed on first reading: <br /> <br />"AN ORDINANCE TO PROVIDE FOR THE ACQUISITION OF CERTAIN PROPERTY IN <br />NANSE~OND COUNTY, VIRGINIA, AIE~ESSARY FOR USE BY THE CITY FOR WATERWORKS <br />AND RELATED FACILITIES, PURSUANT TO CHAPTER 258 OF THE ACTS OF ASSEMBLY <br />OF 1958." <br /> <br /> 58-296 - "I am submitting a contract with ~he Centriline Oorporatkon for the cleaning and lining <br />of approximately 7,500 feet of ca~t iron water mains in Suffolk, Va., at a cost of $42,333.00. This covers the <br />lining of approximately 1,400 feet of 12 inch main and 6,000 feet of 16 inch main. This main is~t~e principal <br />supply line to the City of Suffolk and the factory district as well as to the elevated tank. <br /> It is necessary that this work be done before cold weather and this would require that <br />the contract he approved before the lbth of October. <br /> I recommnend that the proper City officials be authorized ~o sign this con~ract." <br /> <br />Motion of Mr. Breedlove that the proper city b~ficials be authorized to sign this con- <br /> <br /> 58-297 - "I am submitting an easement between the Virginia Electric and Power Company and the CAt <br />of Portsmouth. <br /> <br /> <br />
