<br /> "On April 8th, 1958, the Council requested that. I make a report concerning the policies
<br />of the Portsmouth Public library, this question having been raised by Doctors H.A. Owens and J.W. Holley. This
<br />report has been delayed because of the press of annexation and other matters. While the inquiry of Doctors Owen~
<br />and Holley ~as directed to the Portsmouth Public Library, the problem presented also inyolves the Community Li-
<br />brary, as the facts surrounding operation of the two libraries are substantially similar.
<br /> The Portsmouth Public Library is an independent library not owned or ol~erated by the
<br />City of Portsmouth. The governing body of the library is a self-perpetuating board of nine members. The li-
<br />brary board sets ail policies, establishes the yearly budget, hires and pays its personnel, and does all things
<br />necessary in the operation and management o£ the library. Initially, ~his library did not receive city or state
<br />fund~ and it continues to receive assistance ~rom private sources such. as bequests and gifts. It would not be
<br />possible to determine which of its books were provided from private funds or city and state funds subsequent to
<br />the time that such funds were made available. Its annual circulation is approximately 96,000 books and more tha~
<br />7,000 residents of the City and 1,200 residents of Norfolk County are registered. This library is furnished spac~
<br />in ~he Municipal Building, including janitorial service, withou~ charge.. The City appropriation to assist this
<br />library during the fiscal year 1958-59 was $16,750.00, while state funds received amounted to $1,044.00.

<br />Its board consists of s~ven members. Private funds j were used to acquire land upon which the City erected s
<br />building. Private assistance to. this library ha~ not been as great as in the case of the Portsmouth Public Li -
<br />brary. Its annual circulation is approximately 9,009 books and registration is slightly more than 2,0GO persons
<br />The City appropriation to assist this library during the fiscal year 1958-59 was $5,000.00 whiie state funds
<br />received amounted to $632.00. It is to be noted that this library is.no~-open a~ certain times when the other
<br />library is, so that an arrangement for exchange of books is not always immediately available.
