At a regular meeting of the City Council, held on November 25th, 1958, there were present: <br /> <br />B. W. Baker, A.C. Bartlett, W.R. Breedlove, R.B. Seward, Re Irvine Smith, <br />George R. Walker, H. E. Weiseman, A.P. Johnson,Jr., City Manager, and <br />J.S. Livesay,~ City ~ttorney. <br /> <br />The meeting was opened with prayer by Mr. Baker.. <br /> <br />The following reports 'f~om the City Manager were read: <br /> <br /> 58-346 - "The League of ,Virginia Municipalities ~as requested approval by the City <br />Council of a 15% adjustment in League dues beginning 1959. This is the first adjustment in dues since 1946. The <br />City of~ Portsmouth at the present time pays $1,631o00 in dues to the ~League. The 15% inQrease would cost the Cit~ <br />$244.65. This increase is requested by the League in order that they may hav~ additional office spa~e and increas~ <br />their services to the municipalities. I recommend that the Council approve this adjustment in dues. <br /> <br /> Motion of Mr. Weiseman to concur in the recQmmendation of the City Manager was adopted <br />without dissenting vote. <br /> <br /> 58-347 - 'ii wish to ~eport that ~e w~ll b~gia moving i~to our new of£ice space located <br />in the Seaboard office building. The following offices wilt s~art to move on the gSth ~ November and Will be <br />ready for husiDess on December 1st, 195~, at our new location. <br /> On the fourth floor will be the City Manager, City Clerk, City Auditor,City <br />Attorney and the Council Chamber. On the~ third floor will be. the Purchasing Agent., the Planning Commission, the <br />Public Works Department and the Building Inspector. We expec~ t~ have the fifty and s~ec~nd floors ready for occu- <br />pancy during the month of December. It will be necessary to officially ~esi~uate the name for this building; <br />therefore, I recommend that it be called ~he Municipal Building. I recommend that the present Municipal Building <br />be desig~n, ated as the Judicial Building." <br /> <br /> Motion of Mr. Smith to concur in the recommendation of the Cit~ Manager was adopted <br />without dissenting vo~e. <br /> <br /> 58--348 - "I am submitting the following ordinance and recommend that it be placed on <br />first reading. This ordinance is necessary to establish the future meeting place for the City Council meetings <br />after we have moved i~to the' new Municipal BuiLdiug." <br /> <br />dissenting vote: <br /> <br />On motion of Mr. Weiseman, the following ordinance was placed on first reading;without <br /> <br />AN ORDINANCE TO AM END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />1851, BY ADDING THERETO A NEW SECTION NU~BEP~D 2-~.1, DESIGNATING THE <br />~EETIN6 PLACE OF CITY COUNCIL" <br /> <br /> 58-349 - "I am submitting the~following ordinance and recommend that it be placed on <br />first rea~ing. This ordinance establishes a parking lot at the southwest corner of Water and King Streets. This <br />is the property leased from the Seaboard Air Lin9 Railroad for parking purposes in connection with the new Muni- <br />cipal Building. i am recommending that five cent m9ters with a two-hour limit be placed on this lot." <br /> <br />without dissenting vote: <br /> <br />Motion of Mr, Smith to place the following ordiuance on first reading, was adopted; <br /> <br />"AN ORDINANCE TO AMEND SECTIONS 30-161 and 30-164 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1951, RELATING TO OFF-STREET PARKING, SO AS TO ESTABLISH <br />MUNICIPAL SQUARE PARKING LOT" <br /> <br /> 58-350 - "I submit the following ordinance and recommend that it be placed on first <br />reading. This ordinance amends the present Parking Meter Zones to allow parking meters to be installed on the <br />south side of County Street between Chestnut and Court Streets. These will be five cent meters with a two hour <br />parking limit." <br /> <br />Motion of Mr. Smith not to concur in the recommendation of the City Manager was adopted <br /> <br />without dissenting vote. <br /> <br /> 58-351 - "I am submitting the following Resolution and recommend its adoption. This <br />resolution is necessary to clear certain titles on property involved in t~e acquisition of]and for the construc- <br />tion of Lake Meade. <br /> <br /> On motion of Mr. Bartlett, the following resolution was adopted, without dissenting <br /> <br /> "Be it Resolved by the Council of the City of Portsmouth, Virginia, that it is neces- <br />sary for the City to acquire the fee simple title in and to the following described ~racts of land in Nansemond <br />County, Virginia, with the improvements thereon, for use by its Water Departmen~ as a part of its Lake Meade <br /> <br /> TRACT NO. 1. <br /> <br /> Beginning at a point on the western right-of-way of Pitchkettle Road and located <br />498.8 feet along said right-of-way in a northern direction from the intersection of the western right-of-way of <br />Pitchkettle Road and the northern right-of-way of McKinley Avenue; thence N. 83° 53' W - 14.5 feet to an iron pin; <br />thence N 83° 53' W - 147.0 feet, more or less, ~o the eastern shore of Smith Creekp thence, along said shore of <br />Smith Creek in a northern direction ~o the western right-of-way of Pitchkettle Road; thence along the western <br />right-cT-way ~f Pitchkettle Road in a southern direction approximately 247 feet to the point of beginning. <br /> The hereinabove described tract contains 0.51 acres, more; or less, and is bounded on <br />the east by Pitchkettle Road, south by land of Peter Fortune, Estate, and on the West and North bY Smith Creek, <br />and William Gray ms the purported owner thereof. <br /> For a more exact description reference is hereby made to parcel number 154 shown on <br />plat entitled 'Water Department,City of Portsmouth, Virginia, Lake Mende Reservoir, Property of George Randall <br />and Others' dated July 7, 1958, prepared by R.
