Reed <br /> <br /> The following resolu±~io~ was D~esen~ed'by Mr. Karp: <br /> <br /> "At a regular meeting of the Urban Renewal Committee of the Portsmouth Chamber <br /> of Commerce, held March 20th, 1959, the following resolution was unanimously adopted: <br /> <br /> WITNESSETH, That whereas the Portsmouth Redevelopment and Housing Authority <br /> has recommended the adoption of the Lincolnsville Urban Renewal Project by the <br /> Portsmouth City Council; and <br /> WHEREAS, the Portsmouth Planning Commission has recommended the adoption of this <br /> project and given approval to the projected boundaries and street layout; and <br /> WHEREAS, a statistical summary of Lincolnsville reveals its ~onorrhea rate as 6.6 <br />times the average for the City; its Syphillis rate is 4 times the average for the <br />City; its Tuberculosis rate is 120 eases per one hundred thousand as compared with <br />.70 cases per one hundred thousand over the entire city; and <br /> WHEREAS, said statistical summary reveals there are a total of 404 housing units in <br />Lincolnsville, and of these 74% are not in good condition, 43% have hazardous floors and <br />stairs, 22% have leaky roofs, 82% have inadequate electrical wzring, 62% have no hot <br />water, 59% have no baths, 51% have oatside toilets, 35~ are rat harborages, and 9%x are <br />unfit for human habitation; and <br /> WHEREAS, the Portsmouth General Hospital is in dire ne~d of room for expansion; the <br />new multi-million dollar Naval Hospital zs separated from downtovzn Portsmout.h by the <br />existence of this blighted area; which area detracts frOm and hampers the City in gain- <br />ing full realization of the economic and social attributes of this Naval establishment; <br />and <br /> WHEREAS, the Portsmouth City Manager i]~ recent newspaper article has confirmed the <br />financial feasibility of this project and explained how it could be accomplished as <br />a self-liquidating capital improvement; and <br /> %~EREAS, it is the consensus of this Committee that the continued economic-and social <br />well-bein~ of the Park View area of our City can only be preserved by the adoption of <br />this project, upon completion, would be an asset to the City of Portsmouth as a whole. <br /> NOW~ THEREFORE, BE IT RESOLVED ~.hat this Commiitee recommend that Board of Directors <br />of .the Portsmouth Chamber of Commerce go on record as approving the Lincolnsville <br />Urban Renewal Project and take such action as it deems necessary, toward securing the <br />adoption of thzs project by the Portsmouth City Council. <br /> <br />Portsmouth Chamber of Commerce." <br /> <br />The following spoke against the project: <br /> <br />Thos. ~. Richardson <br />George Williams <br /> <br />The following letter was presented by Mr, Donlan: <br /> <br /> "The public meeting of citizens of Portsmouth sponsored by the Executive Committee of the <br />Portsmouth Citizens Protective League, held at 8:00 P.N., on Thursday, Narch 19th, 1959, at the auditorium of <br />the Harry Hunt Junior High School, adopted the resolution hereinafter set forth and directed that it be presented <br />to you at the meeting of the Council scheduled for Tuesday, March ~4, 1959. <br /> The resolution is as follows: <br /> 'Be it Resolved that the City Council of Portsmouth, Virginia be <br /> requested to defer any action with respect to the proposed 'Lincolns- <br /> Ville Urban Renewal Project' until after the Portsmouth Redevelopment <br /> and Housing Authority has held the Public meeting to consider this 9ro - <br /> ject as required by law'. <br /> Your favorable action on this matter will be appreciated. <br /> (SignSd) J.P. Donlan,Chairman, Executive Committee." <br /> <br /> ~otion of Mr. Breedlove that the Council extend the time fop the meeting beyond 11:00 P.M <br />was adopted, without dissenting vote. <br /> <br />Mr. Weiseman presented the following resolution: <br /> <br /> "WHEREAS, pursuant to direction of this Coumci~, the Portsmouth Redevelopment and <br />Housing Authority has employed a planning consultant, appraisers and real estate con - <br />sultant: with respect to the proposed Lincolnsville Redevelopment plan, and several <br />possible redevelopment plans have been presented by these consultants ~o this Council, <br />· n joint conference with the Redevelopmen~ Authority and the Planning Commission; and <br /> <br /> %~EREAS, the planning consultant recommer~ded the plan identified as'Plan D', with <br />certain oral modifications, thereafter incorpomated by him into 'Plan E', which plan <br />the Planning Commission has recommended as compatible with and beneficial to the adjacen~ <br />areas; and <br /> <br />WHEREAS, the boundaries, basi~ street layout, land usages and excluded properties <br /> <br /> <br />
