226 October 28. 1997 <br /> <br />The activities include acquisitions and public improvements as <br />specified in the Action Plan and administrative support activities, and <br />also include activities to carry out the goals of the Vision 2005 program. <br />Opportunity Acquisitions are also funded under the Community <br />Development Program. <br /> <br />The program year for Community Development activities is being <br />changed to correspond with the City's fiscal year. Consequently, the <br />1999 CD Program will be adopted in the Spring of 1999, along with the <br />Operating Budget and Capital Improvement Plan. <br /> <br />Financial ImPact: <br /> <br />· These are entitlement funds the City receives from the U. S. Department <br /> of Housing and Urban Development. No local match is reqUired. <br /> <br />Raleigh Harsley, 2124 Peach Street, president, Lee Ward CiviC League, <br />spoke in favor of the New Mt. Olivet Church's position regarding <br />property on County Street. <br /> <br />2. Reverend Antonio Stephenson, 3923 Long Point Boulevard, requested <br /> that various properties be excluded from the "to be acquired" list. <br /> <br />Rafiq Zaidi, 3106 Hull Street, President, Black Concerned Citizens, <br />spoke in support of New Mt. Olivet Church's request that various <br />properties be excluded from the "to be acquired" liszt. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to amend the <br />following resolution by withdrawing 632 High Street, delaying action on <br />1308 County Street, and no acq=isition~ of the church property be taken by <br />the Portsmouth Redevelopment and Housing Authority for a period of six <br />(6) months, and that if improvements have not taken place after the six <br />month period, acquisition of the church property would take place as <br />originally planned, and was adopted by the following vote: <br /> <br />"A RESOLUTION APPROVING AMENDMENT NO. 28 TO TH E CRAWFORD <br />CONSERVATION AND REDEVELOPMENT PLAN FOR THE CRAWFORD <br />URBAN RENEWAL PROJECT. <br /> <br /> WHEREAS, this Council by resolution adopted August 1, 1967, <br />approved a Conservation and Redevelopment Plan for the Crawford Urban <br />Renewal Project, Portsmouth, Virginia (Plan); and <br /> <br /> WHEREAS, there has been presented to this body for consideration <br />and approval, a copy of an amended Plan for the project area; which Plan <br />consists of 18 pages and 4 exhibits (Amendment No. 28); and <br /> <br /> WHEREAS, Amendment No. 28 proposes to designate additional <br />properties as "To Be Acquired"; and <br /> <br /> WHEREAS, this Council is cognizant of the conditions that are <br />imposed by the provisions of the Housing and Community Development <br />Act of 1974, as amended, including those prohibiting discrimination <br />because of race, age, color, religion, familial status, handicap, sex or <br />national origin; and <br /> <br /> WHEREAS, in the judgment of this CounCil, it is in the interest of the <br />City and its inhabitants that the said Amendment be approved. <br /> <br /> <br />
