<br />by Mr.'Turtle is Section 1S of the ordinance creating the retirement system. The Board has been advised by
<br />the City Attorney that'Section 16 i~ an attempt to state into the ordinance the provisions of Sectiok 15-508 of
<br />Code of Virginia, under which it is clear that city funds may be deposited in a bulk even though an officer of
<br />the City is an officer of that bank. It is, therefore, the opinion of the City Attorney that the subject deposit
<br />is nor unlawful.
<br /> The Board will be happy to confer with the Council at any time concerning the manger
<br />covered by Mr. Turtle's letter and the motives we feel prompted him To write it and release it To the press.
