Society, Moose, Masons, Shriners, Order of the <br /> Eastern Star, Westhaven Park Garden Club, Westhaveu Park Garden Club, <br /> Westhaven Garden Club, Plumbers' Auxiliaey and Alice Kyle Woman's Club. <br /> WHEREAS, this g~oup~ was formed by the Recreation Bureau in 1956 for the <br /> purpose of assisting the Recreation Bureau in determining t~e type~ of <br /> activities most urgently needed and to promote: the procuring of adequate <br /> facilities as the need arose; <br /> BqtEREAS, this body has been incconstant operation up no and including the <br /> present time and has assisted in conducting surveys, evaluation of programs <br /> and program needs, aided financially in facility improvements and w~th city- <br /> wide as well as local activities. <br /> This body~ being the only lay group in a position to know the true facts <br />about the problems facin$ .th~ regreation bureau; the policies and .procedures <br />and standards emplg~ed by the bureau zn carrying on the work aa~d the advances <br />and types of programs already offered; request that Mr. Stanley Oliver, 3111 <br />Scott St. District Commander VFW and a member of the board be appointed to the <br />Recreation Commission. <br /> ~e feel that a commission, without this type of representative would result <br />· n wated time and effort in duplication and would prove more of a handicap than <br />a help to the bureau in the continuance of the progress they have made. <br /> <br />(Signed) Alvin J. Davis, 407 Chesterfield Ave., <br /> Chairman of the Board - and others." <br /> <br />Motion of Mr. Weiseman to refer to a conference of the Council, was adopted, without <br /> <br />dissenting vo~e. <br /> <br />59-193 - The following resolution from the Norfolk County Board of Supervzsors <br /> <br /> "WHEREAS, the welfare budget, which requires au exorbitant sum or the total annual <br />appropriations ~f~he 9ounty of Norfolk, has steadily zncreased each year, and <br /> WHEREAS, present laws, State and Federal, and regulations hamper local authori- <br />ties in their efforts to discover a~d correct certain uses of the funds by welfare reci- <br />pients, which uses are uot intended by the statute,.and <br /> WHEREAS, the elected officials of the County of Norfolk are requi~ed to appro- <br />priate funds for welfare programs, 'out are powerless to limit payments to an amount <br />consistent with maintenance of life and health, which limit could be accomplished more <br />easily on the local level. <br /> NOW, ~}{EREEORE, BE IT RESOLVED by the Board of Supervisors of Norfolk County, <br />Virginia, that existing Federal and State laws and regulatigns pertaining to public <br />welfare programs should recezve immediate study and revision in order to return control <br />and supervision thereof to the localities, thereby facilitating the discovery and correc- <br />tion of certain practices which apparently fail to carry out the intent of the law. <br /> BE IT FURTHER RESOLVED that copies of this resolution be forwarded by the Clerk <br />to the members of the Congress of the United States and the General Assembly of Vir- <br />ginia representing the people of Norfolk County, und that copies also be forwarded to <br />the governing bodies of the cities of Norfolk, South Norfolk, Portsmouth, Virginia Beach, <br />Suffolk, Newport- News, Hampton and the counties of Princess Anne and Nansemond. <br /> This resolution was adopted at s regular meeting of the Board of Supervisors <br />of Norfolk County Virginia, at a meeting held in the'Supervisors' room, on Tuesday, <br />June 9th, 1959 a~ 10:O0 A.M." <br /> <br /> <br />
