At a regular meeting of the City Coumcil, held on July 14th, 1959, there were present: <br /> <br /> B. W. Baker, A.C. Bartlett, W. R. Breedlove, R. B. Seward, H. Irvine Smith, <br /> Geo. R. Walker, H. E. Weisem~an, A.P. Johnson. Jr., City Manager, and <br /> J.S. Livesay, Jr., City Attorney. <br /> <br />The meeting was opened with prayer by Mr. Walker. <br /> <br />Minutes of the regular meeting of June 23rd, 1959 were read and approved. <br /> <br /> 59-177 Motion of Mr. Weiseman that henceforth tape or any other voice recording device be pro - <br />hibited in the Council Chamber, at any sessions of the Council, without the expressed consent of the Council, <br />was adopted, and by the following vote: <br /> <br />Aye.s: Bartlett,. Seward, Smith, Weiseman <br />Nays: Baker, Breedlove, Walker <br /> <br /> The Chair ruled that Mr. Weiseman's ~otion wzas.~ost as, according ~o the rules of the <br />Council, a two-thirds vote would be required for it~ adoption. <br /> <br />Mr. Bartlett appealed from the decision of the Chair's r-~ling. <br /> <br />The Chair asked for a vote on "Shall the decision of the Chair be upheld?" <br /> <br />The vote on the question was as follows: <br /> <br />Ayes: Baker, Breedlove, Walker <br />N~vs: Bartlett, Seward, Smith, ~eiseman. <br /> <br /> Mr. Breedlove agreed not to use the recording device which, he explained, he wanted for <br />the sole purpose of recordin~ his own statements. <br /> <br /> 59-178 -The following applications to rezone and letter from Planning Co~issionI were read: <br /> <br /> "Pursuan~ to the provisions of the Zoning Ordinance, notice is hereby given that a Pablid <br />Hearing will be held at'7:30 P.M., July 14th, 1959, in the Council Chamber, Nunicipal Bjilding, Portsmouth, <br />Va., on the following: <br /> <br />15-59.
