NEW BUSINESS

59-~0~ . --- The f~llowimg communication from the Portsmouth Chamber of Commerce was read:

"I have been asked by the members of the U, rban Development Committee of the
Chamber of Commerce 5o convey Eo you their grave concern a5 the fact thaz the post of CiCy Planning Director
has been vacant since last September.. They feel that the lack of a Planning Director has caused a serious
hiatusthis hiatusin thewilldevelopmenthave damaging°f plsnSconsequences.fOr the betterment of Portsmouth, and that the indefinite prolongation of
City planning in Portsmouth is now at a cri¢ical stage. There is an urgent need
for a City Naster Plan, and f~r a completely revised set of zoning ordinances, which will take into account not
only the needs arising from the imminent annexation of Norfolk County territory, but also needs arising from
urban renewal, highway and road, port and industrial development over the next 15 or 20 years.

Because there is no qualified City official available ro give expert advice and
professional guidance on planning~ or even to co-ordinate planning discussion and action, many good ideas are
going to Waste and Planning progress is being impeded at every turn. Further delay in filling the post of Plan
ming Director will have the effect of roccin~ the City into a position of stagnation from which its future reco~
ery will be extremely difficult and may well prove impossible.

r spectfully, asks that the evelopment Committee of the Chamber of Commer
vices of acom · Y ouncll do everythzng zn their ower to
petent amd well-trained ~la~ ~ .
